The Council of Ministers, having noted the comments of the Minister for Health and Social Services, accepts this amendment.

In accepting this amendment, the Council would emphasise that it believes the Deputy 's proposals are appropriate, not just for the Health and Social Services Department, but across the States as a whole. The objectives and performance/success criteria in the draft Annual Business Plan before the States are necessarily drawn at a certain level, but a further level of detail incorporating the nature of the proposals contained in this amendment will be included in each department's individual Business Plans for 2007, which essentially become the operational documents.

Each department's business plan will set out the balanced scorecard reporting mechanism incorporating performance targets and including financial targets. Section 9, page 54, of the draft Annual Business Plan repor outlines the performance management framework. As part of this performance framework, the Annual Performance Report will document progress against Strategic Plan Objectives and will include comparative cost information against other jurisdiction and/or historic performance, as appropriate. There are well-documented difficulties in providing meaningful detailed financial comparisons between Jersey and other jurisdictions. Simply analysing the budget and expenditure by service or type of spend does not immediately allow a like-for-like comparison with other jurisdictions, nor is it of any great value in isolation. All departments, including Health and Social Services, are developing performance management frameworks that identify key performance indicators for the main services. It is the combined use of these indicators together with financial and human resource information that will support the continual improvement of our services and facilitate meaningful comparison against other jurisdictions.
