The Council of Ministers accepts this amendment.
The Council of Ministers supports the amendment on the basis that the proposed report be completed and presented to the States by December 2006 in order to provide sufficient time to enable the Property Plan to be debated early in 2007.
The Council of Ministers considers that the terms of reference for the review included in the accompanying report need to be more tightly drawn. The Council of Ministers would wish the Minister for Treasury and Resources to work with the Public Accounts Committee to develop agreed robust terms of reference for a professional review.
In accepting this amendment the Council of Ministers wishes to confirm that it is intended to bring a separate proposition to the States to establish Property Holdings as a States Trading Operation in 2007 and that there are no proposals to subsume Property Holdings into any company to be created out of the existing Waterfront Enterprise Board.
