COMMENTS

The Council of Ministers is proposing the Property Plan on the basis that it makes the best use of States assets. Properties are only proposed for disposal when there are no planned funded uses for those properties. The income raised from disposals will be used to fund the programmes approved by the States.

The Council accepts and supports the Eighth Amendment which will allow the Public Accounts Committee time to review the plan before it is debated by the States. As such this amendment is unnecessary at this time.

However if the States were to reject the Eighth Amendment then the Council asks the States to reject this amendment as there are no convincing reasons given for retaining the site in States ownership.
