The proposition is to agree that a referendum in accordance with the Referendum (Jersey) Law 2002 on the introduction of Central European Time should be held on Wednesday 15th October 2008, being the day of the senatorial elections.

Article 2 of the Referendum (Jersey) Law 2002 provides that –

" A p erson shall be entitled to vote in the referendum if, at midday on the day that is 21  days before the date of the referendum, the person's name is on an electoral register kept for the purposes of public elections to the States."

The register for the referendum would therefore be that at midday on 23rd September 2008.

The nomination meeting for the election for Senators is likely to be held in the third week of September and there will therefore be a different electoral register in use for that election and for the referendum. It is therefore possible that a person's name might appear on only one register, or on different registers if the person has moved during that week.

It is assumed that it is intended that those entitled to vote will do so at the polling station in use for the election for Senators. However, as different registers will apply for the election and for the referendum, it is possible a person may not have a vote in each and, in some cases, may have to vote at different polling stations for the election for Senators and the referendum.

The Comité des Connétable s wishes to draw this to the attention of States members so that it may be taking into account when members decide the appropriateness, or otherwise, of holding a referendum on the same day as the election for Senators.
