APPOINTMENTS MADE BY THE STATES: REVISED PROCEDURES (P.205/2009) – COMMENTS

Presented to the States on 18th January 2010 by the Council of Ministers

STATES GREFFE

2009   Price code: A  P.205 Com.

COMMENTS

The  Council  of  Ministers  supports  the  proposition  lodged  by  the  Privileges  and Procedures Committee in relation to revised procedures for appointments made by the States.

Notwithstanding the need for certain appointments to continue to be referred to the States Assembly, the Council of Ministers believes that the involvement of members in many appointments is often burdensome and unnecessary. Having discussed its preferred approach with the Privileges and Procedures Committee, the Council is of the view that the proposed 2 week notification process would be more appropriate for the majority of States appointments than the existing method of bringing appointments forward for debate.

The Council believes that the revised notification procedures would rationalise the appointments process and reduce the amount of unnecessary business being brought to the Assembly, whilst still enabling members to raise any concerns they might have before appointments become effective.
