COMMENTS

The Privileges and Procedures Committee supports this proposition.

Work was undertaken by the Privileges  and Procedures Committee as previously constituted with regard to the sanctions available for breaches of the Code of Conduct for elected members of the States. The current Committee is reviewing this work and considers that the Code may not be defective in its current form, but may not be entirely effective due to a possible lack of sanctions should a breach of the Code occur.

The Committee therefore hopes to bring forward measures in early course to ensure that  States  Members  have  greater  incentive  to  maintain  acceptable  standards  of behaviour in accordance with the Code of Conduct going forward. The Committee had not intended to examine the Code itself, although it would be content to do so, should Members of the States so wish.

The Committee does not wish to comment on the report which accompanies this proposition.
