COMMENTS

The Privileges and Procedures Committee wishes to acknowledge the amendments put forward  by  the   Deputy  of   St. Martin ,   Connétable  L.  Norman  of   St. Clement  and Deputy T.M. Pitman of St. Helier , to its proposition "Composition and election of the States: revised structure". Each amendment has merit and comes some way towards addressing the issues which gave rise to the Committee's reform proposals.

The Committee's proposition provides for the introduction of a general election and the establishment of a 4 year term of office for members. In order for this to be achieved, there must be some form of change in respect of the composition and election of the States.

There  are  many  possible  combinations  and  permutations  for  reform  that  appear workable on paper, but the Committee does not consider all of them to be politically achievable. The Committee finds it imperative that some kind of reform is introduced, and has proposed the direction set out in its proposition because it believes that this will produce the best fit in terms of providing a workable solution, whilst going as far as possible to meet public expectation. As a result, although the amendments all, to some extent, also provide workable solutions for reform, PPC does not believe that any meet the overall objectives for reform set by the Committee to the same degree as its own proposals.
