COMMENTS

The purpose of the Connétable of St. Mary 's amendment is to ensure that motoring (including  parking)  costs  are  not  increased  "disproportionately"  until  a  viable alternative method of transport is available to all.

This is consistent with the sustainable transport policy which proposes to improve the alternatives, particularly with respect to an Island-wide comprehensive bus service, before considering increases in parking charges.

The   Connétable 's  report  states,  with  regard  to  financial  implications,  that  her amendment will result in a reduction in the funds available to implement areas of the draft strategy equal to the proposed increases in parking and motoring costs. The policy,  however,  has  been  developed  on  the  understanding  that  it  will  receive £500,000 funding per annum, being one quarter of the anticipated income received from vehicle emissions duty, which has been in place since September this year. Potential increases in parking costs are not expected to increase income, as there will be a reduction in parked cars resultant from the policy which will more than negate the effect of an increased rate.

Funding for the policy is not therefore dependent on disproportionate increases in motoring costs. The Connétable 's amendment has my support.
