COMMENTS

The Council of Ministers strongly supports openness and accountability in public appointments  and  recognises  the  responsibility  of  Ministers  to  bring  proposed appointments forward for States Assembly approval. The Council would, however, welcome further discussion with Deputy Le Claire to clarify his proposals.

In regard to parts (b) and (c) of the Proposition, the Council is concerned that the absence of an appropriate and clear definition of ministerial boards' could impede the ability of Ministers to appoint individuals, including States Members, to form ad-hoc advisory panels to advance policy development in a timely manner. Ministers believe that  the   Deputy 's  proposals, if not  managed  and  set  out  properly,  would  add  an additional layer of bureaucracy to the policy development process. Ministers welcome the input of States Members into policy initiatives, but would like adequate safeguards to exist such that the appointment process would be sufficiently flexible.

The Council of Ministers urges States Members to reject this Proposition as it currently stands but would welcome further discussion with Deputy Le Claire.
