COMMENTS

The Privileges and Procedures Committee (PPC) agrees with the sentiment expressed by Senator P.F. Routier in his report " this proposition is intended to help all members to achieve a successful outcome to any proposition that they wish to bring forward. There will obviously be a useful oversight from colleagues that would help the proposer to gain some support prior to any debate". Accordingly, the PPC supports the proposition of Senator Routier that propositions lodged by individual members of the States should be endorsed and countersigned by 7 other members, and does not believe that this would be a barrier to individual members bringing propositions. Rather, it could strengthen propositions, as members are unlikely to be willing to countersign and endorse a proposition without giving sufficient consideration to its content.

At present, in accordance with Standing Order 102 of the Standing Orders of the States of Jersey, propositions must be seconded by a member of the States after they been moved in order for the debate to proceed. A member may be willing to second a proposition simply because they consider that the proposer should have the right to have  their  proposition  debated.  Such  members  may  not  be  willing,  however,  to endorse the proposition in the manner proposed by Senator Routier. Accordingly, if the Senator's proposition is adopted, this would serve to strengthen those propositions which reach the floor of the Assembly.
