COMMENTS
The Privileges and Procedures Committee (PPC) agrees with the principle of the Deputy of St. Martin 's amendment; however it does not support the amendment itself.
If the amendment was adopted, Ministers, Committees and others who are able to present comments would be required to submit them by noon on the Friday before a debate. This would be likely to result in Ministers and others missing the deadline, failing to submit a formal comment, and sending their comments out by e-mail. There would then be no formal record of the comment, which would effectively be lost.
Instead of adopting the Deputy of St. Martin 's proposal to amend Standing Orders, PPC would simply invite members to abide by the general principle. Under this approach, Ministers and others would be expected to forward their comments to the States Greffe by noon on the Friday in the week preceding the debate. Should a Minister, Committee or Panel wish to make a late comment on a proposition, this would be submitted to the Greffier in the normal way, for formal presentation to the States, but would be expected to include a note explaining the reason for the delay. This approach would highlight those Ministers, Committees or Panels who frequently submit late comments, and would encourage those presenting comments to be timely in their submission.
