Presented to the States on 19th March 2010

COMMENTS

The Education and Home Affairs Scrutiny Panel supports the Proposition proposing the establishment of an Independent Jersey Police Authority (P.23/2010) by December 2010.

The Panel, in considering police matters, has been stymied by the continuing issues regarding suspension matters within the States of Jersey Police Service, and has been very concerned by the continuing delays in the bringing forward and the establishment of the Jersey Police Authority.

The Panel believes that both the timings of the set-up of the Police Authority and composition of the group selected to oversee the set-up must be debated publicly and sanctioned  by  the  States of Jersey.  The  Panel  would  be  pleased  at  that  stage  to scrutinize a formal proposal.
