COMMENTS

The proposition requests in part (c) that the Chief Minister, after consultation with the Minister  for  Economic  Development,  brings  forward  for  approval  by  the  States provision for £138,000 to be inscribed in the budget of the Economic Development Department in the Annual Business Plan 2012 to fund free school milk for 2012.

The Minister for Treasury and Resources must point out that, in the 2011 Budget, the States set a maximum total States expenditure of £ 690,200,000 for 2012. Funding for free  school  milk  could  therefore  only  be  accommodated  by  displacing  other expenditure of the States for that year. Such a decision is, of course, a matter for the States when considering the Annual Business Plan for that year. The same principle applies to part (d) of the proposition which requires funding to be identified for 2013. The States needs to abide by its previously agreed expenditure limits.
