COMMENTS

The Privileges and Procedures Committee discussed at its first meeting the status of any review of the machinery of government, with reference to the proposition of the Council of Ministers entitled: Machinery of Government: review' (P.76/2011).

The Committee decided to invite the Chief Minister to attend its meeting on 11th January 2012 to discuss what plans the Council of Ministers might have with regard to this matter.

The Committee further agreed that any review of the machinery of government would encompass a broad range of topics, including the structure of ministerial government; the Troy ' rule; and the role of Assistant Ministers with regard to scrutiny. Work on the review would need to begin as soon as possible.

The Committee is not minded to support Deputy G.C.L. Baudains of St. Clement 's proposition because paragraph (a) pre-judges the outcome of the proposed review. The accompanying report also makes a series of assumptions with regard to the present operation of the machinery of government and how the Deputy considers that it could be improved with which the Committee does not agree.
