COMMENTS

The Chairmen's Committee is of the opinion that the Strategic Plan should be under the ownership of the Council of Ministers, not the States. The purpose of the Strategic Plan is to set out the Council of Ministers' vision for the future, what the Ministers intend to work towards, and the targets they have set.

The Committee also wishes to draw to the attention of Members that, when scoping for Scrutiny Reviews, Panels identify the part or parts of the Strategic Plan to which the Review relates. Consequently, through the work of Scrutiny, the Strategic Plan is being continuously monitored.

In respect of paragraph (c) of the proposition, the Committee is not convinced of the need for this, as it would appear to equate to an annual vote of confidence in the Council of Ministers, which is inappropriate.

The Committee also recommends that the Council of Ministers should undertake a study of the Guernsey and New Zealand Models.
