COMMENTS
The Council of Ministers supports the 2011 Island Plan brought forward by the Minister for Planning and Environment.
The Island Plan is a highly important document that sets out land-use policies over the next 10 years, and the Council of Ministers wishes to endorse the aims of the Plan. In line with the priorities of the Strategic Plan 2009-2012, Ministers believe that the Island Plan will play a crucial role in the future success of the Island's economy, the protection of the environment, and the welfare of the community.
The Council of Ministers also supports the position adopted by the Minister for Planning and Environment concerning the various amendments to the Island Plan.
Ministers are particularly concerned with the amendments in relation to the housing section of the Island Plan (Amendments 27 and 37(5)) that seek to defer or withdraw the implementation of a revised housing policy, which Ministers believe, if adopted, would amount to a failure of the States Assembly to deal with the serious housing challenges faced by the Island. The Strategic Plan clearly outlines a commitment to meet the Island's affordable housing needs, and Ministers therefore urge States Members to rejects these amendments.
The Council of Ministers finally wishes to commend the rigorous work of the Environment Department in bringing forward the Island Plan and all those who have contributed to the consultation process. Ministers are confident that this new Island Plan will contribute significantly to the protection of the Island's coast and countryside, the sensible use of resources, and future urban regeneration.
