Membership
The amendment of Deputy R.G. Le Hérissier of St. Saviour proposes that 7 independent members should be appointed to serve on the Electoral Commission. The Committee remains of a majority view that the Commission should be comprised of 3 members of the States, one of whom should be its Chairman, and 3 other members who are not members of the States. States members should have a stake in the work of the Commission, and the Committee does not believe that States members are unable to drive forward reform.
As the Committee states in its report accompanying P.5/2012: "States members are elected by the people of Jersey to take decisions on every important issue facing the Island and PPC considers that it would be an abdication of responsibility for members to pass responsibility on one of the most significant decisions, the composition of the States Assembly, to an outside body".
Terms of reference
PPC has established a Sub-Committee to review the Public Elections (Jersey) Law 2002. The functions of the electoral process, voting systems and voter registration all fall within its remit. The Committee is of the majority view that, for the Electoral Commission to undertake a parallel review of these areas would be an unnecessary duplication of workload.
