STATES OF JERSEY

PUBLIC ELECTIONS: ELECTRONIC VOTING (P.10/2016) – COMMENTS

Presented to the States on 17th March 2016 by the Comité des Connétable s

STATES GREFFE

2016  P.10 Com.

COMMENTS

The proposition seeks to introduce methods for electronic voter registration; and safe and  secure  mechanisms  to  enable  eligible  voters,  who  wish  to  do  so,  to  vote electronically, in the 2018 elections (or "as soon as practicable" if the amendment of the Privileges and Procedures Committee is approved).

The Comité would point out that these methods, if introduced, will have implications for the computer system used to prepare the electoral registers and to administer public elections. Should the States decide to proceed with such changes, the Connétable s expect the States to provide funding to cover the cost.

The Comité also wishes to point out that the Public Elections (Jersey) Law 2002 provides for the public election of Procureurs du Bien Public and Centeniers in the Parishes, as well as members of the States Assembly.
