Background

Deputy  R.J.   Ward  of  St.  Helier  lodged  an  amendment  (P.127/2019  Amd.Amd.)  to amendment (1) to P.127/2019 on 14th February 2020.

Comments

The Minister supports this amendment and accepts that proposal for the inclusion of a fifth principle in the carbon neutral strategy as worded in the Deputy 's report.

The Minister for the Environment notes that the Carbon Neutral Strategy already on page 20 that  We will reduce income inequality and  improve the standard of living'. Whilst it is the Minister's view that the proposition and its supporting report are in accordance with the Government and the Assembly's priorities outlined within the Government Plan (page 69) which was adopted in 2019, the Minister recognizes that this is strengthened through the addition of the fifth principle as proposed.

By recognizing this as a fifth principle in the carbon neutral strategy this emphasizes the importance of ensuring a just transition. This proposed amendment will enable the States Assembly to fully understand the economic impacts across the whole of society of the recommendations that are proposed from the citizen's assembly. The amendment means that the impacts of all carbon neutral policy options will be assessed to ensure a just transition to carbon neutrality.

The Minister comments that he welcomes the addition in the amendment of the word overall'; this addition is important in ensuring a holistic assessment of the impact of potential polices. Adapting to the impacts of climate change has implications for all members of the community, and we need to ensure that those with the lowest incomes are  not  disproportionately  impacted  by  the  introduction  of  policy  measures. Consideration of impact on income inequality', assessing impacts on both income and spend, as against financial inequality', will ensure positive social policy interventions are included and we can ensure a just transition to carbon neutrality.

As part of the process of developing the long-term climate action plan a quantification of the economic impact assessment of the policy proposals will be carried out.

The report does not identify that additional financial implications are identified as any policy development will require economic impact assessment as part of the policy development process. However, it may be that as a result of the policies proposed and technical advice required to assess their impacts that additional technical advice will be required. Resources will be provided from the climate emergency fund for this purpose.
