COMMENTS

The Council of Ministers supports the vital work of the Chief Minister, Minister for External Relations, and their officers in implementing the Government's common external relations policy and representing Jersey's interests across the world.

This  includes  the  development  of  diplomatic  relationships,  enabling  cultural engagement  and  social  links,  promoting  business  and  trade,  and  defending  and enhancing the Island's reputation as a responsible jurisdiction and credible partner.

Ministers also agree that it is important for Jersey's constitutional status to be clearly understood by our partners around the world, including the autonomy and distinctive qualities we enjoy.

This is work which will continue in the years to come as we further develop the Island's distinct international personality and policy priorities.

The Island Identity Policy Development Board's work is also considered important and instructive, including its recommendation for a separate External Relations Department.

At the same time, further work on operational implementation and consequences will be required, including reference to the States Employment Board, as is maintaining the commitment for cost neutrality, as stipulated in the Amendment.

Considering all this, and reflecting on the Amendment, the Council of Ministers (with the agreement of Senator Gorst ) intend to propose the Government Plan as amended by this amendment,

Financial Implications

As a reallocation of funding this amendment does not impact on overall expenditure or borrowing from the Consolidated Fund.
