COMMENTS

The Youth Inclusion Project is an important Youth Project within the Jersey Youth Service  and  the  Minister  for  Children  and  Education  thanks   Deputy  Gardner  for bringing forward this amendment.

Since 2004 the Youth Service, the Inclusion Youth Project and parents have worked in partnership to develop, grow and deliver a successful youth project for young people with additional needs between the ages of 11 to 25yrs.

The Inclusion Youth Project Advisory group is a registered charity and since 2004 have been successful with BBC Children-in-Need money, as well as with other grant giving organisations, to support the salary and on-costs of the lead youth worker for the project.

Over the past couple of years, the committees have struggled with fundraising for the staff salary and on-costs, with some of the grant giving organisations not willing to fund a Government of Jersey employee and BBC Children-in-Need funding being time limited.

It is the right time for the Government to financially support the Youth Worker's salary and oncosts.

With a full-time Youth Worker in post, the project will deliver

Four weekly Youth Club sessions

Prince's Trust Achieve Programme in Haute Vallee School ARC/SEN Provision

1:1 support session's where required

Attend safeguarding meetings in relation to the young people

Support access into mainstream activities

Summer Activity & School Holiday Programmes

Residentials & Trips during school holidays

Support the members to be involved in the coproduction of the project

Young Worker Training • Links with school, respite services, support services and other charities (Beresford Street Kitchen, Jersey Mencap, Autism Jersey, Les Amis etc)

Supporting colleagues where necessary so young people can access mainstream projects

Training, development, and issue-based awareness sessions

The Inclusion Youth Project works with approximately 100 different young people and young adults with 2019 seeing approximately 3000 contacts with these individuals.

There is an additional post that the Deputy has requested on a 0.5 FTE transition worker. The Minister believes this is to support 24-year olds to transition from the Youth Project into other services appropriate for them which will add value and great support to this vulnerable  group  of  young  adults.  This  post  will  support  developments  that  are underway in relation to the new supported pathway into adult services.

The Minister for Children and Education, and the Council of Ministers as a whole, support this amendment from Deputy Gardiner .  

Financial Implications

The amendment as proposed increases Consolidated Fund expenditure by £81,000 in 2022. As this is a relatively small amount, it can be absorbed in 2022.

In total it increases expenditure by £324,000 over the period of the Plan. If accepted this amendment will result in lower surpluses in 2023-2025 years of the plan, preventing them being available to be applied to reduce borrowing for Covid.

Statement under Standing Order 37A [Presentation of comment relating to a proposition]:

"These comments were submitted to the States Greffe after the noon deadline as set out in Standing Order 37A due to time constraints from the States Meeting being moved forward to Monday 13th December, which in turn affected the final deadline for Comments, and the requirement to undertake final due diligence and review processes."
