COMMENTS
Ministers recognise the importance of a high-quality cardiology service and welcome the recent appointment of a specialist nurse in this area. The current provision in the cardiology team consists of a range of consultants, doctors and nurses and the team has been recognised through a number of awards, however, ministers are unable to support this amendment for the reasons outlined below.
Cardiology Services
Clinical service development involves clinicians and managers coming to agreement about the need for financial investment in clinical services.
At the moment HCS is undertaking a review of all service lines as part of the Financial Recovery programme. Aligned to this is the process for budget setting to determine the allocation of resources for each clinical speciality. This does not include transfers of funding from one department to meet growth in another.
It is important that when determining allocation of resources for all clinical areas that these are conducted on a sustainable basis with agreement between clinicians and leaders of the department.
Transfer of funding
The amendment proposes that £100,000 is transferred from the Public Health team to the Health and Community Services department. The funding requested is currently allocated for an island wide vaccination service.
By de-funding the Government Immunisation Service, the amendment places islanders’ health at risk.
Discussions are ongoing with GPs and community pharmacy representatives regarding the future delivery of a vaccination service.
In discussions with GPs, there was a shared understanding that the Public Health team is needed to carry out functions that are essential and independent the of the operational model chosen for vaccine
delivery. Central functions include:
• Vaccine procurement.
• Developing vaccination policy in line with best practice.
• Awareness raising of vaccination campaigns with the public so they can make informed decisions.
• Data management to monitor vaccination uptake across multiple providers.

• Capacity to take additional action if vaccination uptake is lower e.g., catch-up campaigns.
• Ability to initiate ad hoc vaccination campaigns e.g., to manage outbreaks.
