On 26th September 2023, Deputy Moz Scott lodged Reform of the Composition of the States Assembly’ (P.76/2023) which asks Members to agree that the number of Deputies is reduced, and that the office of Senator should be reinstated in time for the next General Election in 2026.

The Deputy ’s proposition also calls on PPC to develop proposals to form part of a re- constituted States Assembly in accordance with 3 main principles; the total number of States Members should remain at 49, the 12 Connétable s should remain as voting Members in the Assembly and there should be at least one Deputy for each constituency.

The previous PPC proposed moving to two categories of member in order to simplify the system for the electorate which was accepted by the Assembly and the changes were implemented in time for the 2022 election. When Deputy Gorst lodged his proposition Re-instatement of Senators’ (P.108/2022) in late 2022, PPC commented that it would be beneficial to let the new system ‘bed-in’ following the significant changes that were made to the electoral system during the last term. There is a question as to how long a bedding in period should be – should it be a year into a new system or following a term of office? The Committee has mixed views on this, therefore is neutral in its stance on the proposals contained in this proposition.
