COMMENTS

The Council of Ministers thank the Assisted Dying Review Panel for the work they have undertaken reviewing the proposals set out in P.18/2024 Assisted Dying.

At their meeting on 14th May 2024, the Council of Ministers considered the Assisted Dying (P.18/2024): Amendment lodged by the Review Panel on 7th May 2024 and agreed to accept the Panel’s amendment.

Use of the terms “direct” and “directly” in P.18/2024 was intended to aid understanding of what was meant by participating in the provision of an assisted death. Council acknowledges, however, that this will ultimately be a matter for a Court of Law to determine, applying the usual rules and principles of statutory interpretation, and giving consideration to the provisions of any assisted dying law that may be enacted.
