COMMENTS

  1. Introduction  

The Council of Ministers are pleased to accept this amendment from the Children, Education and Home Affairs Scrutiny Panel (the Panel). They also thank the Panel for agreeing that the proposed budget (government plan) 2025 -2028 can be proposed as amended on this basis.

The Minister for Education and Lifelong Learning and the Council of Ministers are committed to ensuring all islanders have an equal opportunity to realise their potential. Apprenticeship programmes are a key part of any credible approach to realising a commitment to lifelong learning.

It is important to understand the current position and breadth of apprenticeships already offered in Jersey ahead of an ambition to provide greater opportunity in this area.

  1. Definition of Apprenticeship

The definition of an apprenticeship is a paid job which offers hands-on experience alongside off-the-job training in an accredited, recognised qualification related to the paid role. An apprentice must be employed more than 15 hours a week in the relevant role.

Training is generally one day a week for 36 weeks a year, but there are other delivery methods. The length of the training varies depending on the qualification but must be a minimum of a 1-year course.

There are different levels of qualification awarded depending on the type of apprentice programme. It is possible now for an apprentice to take their apprenticeship subject from intermediate (level 2) to advanced (level 3) all the way through to higher (levels 4,5,6).

There are a number of apprenticeship pathways available in Jersey (see Annex 1 for full list). Highlands College delivers most of the apprenticeship programmes in Jersey.

  1. Funding Arrangements for Apprenticeships

Apprenticeship course fees are either paid for by

or may be subsidised by the Government of Jersey apprenticeship subsidy programme

To access the subsidy the apprentice must be Entitled or Entitled to Work and be working in a role relevant to the apprenticeship area to be studied.

  1. Future Developments / Next Steps.

The policy intent is for apprenticeships to grow during 2025/26

As from 2025/6 the Living Wage Support Package will include a skills grant of £2m which will offer a subsidy to employers to support them to invest in apprenticeship and skills training. This will "increase the funding and support available" as per the Panel's amendment.

Work  has  started  on  sector  analysis  to  inform  future  investment  including apprenticeships and the provision of courses through the scheme is continually reviewed to ensure it meets the requirements of employers and apprentices.
