CABINET OFFICE EXPENDITURE SAVINGS (P.8/2024): COMMENTS
Presented to the States on 22nd February 2024 by the Council of Ministers
STATES GREFFE
2024 P.8 Com.
COMMENTS
The concept of a Cabinet Office originated in the Democratic Accountability and Governance Report of February 2022, which proposed a central team to specifically support Ministers and help them research and implement policies. However, the Cabinet Office created by the previous government exceeded this remit and amalgamated a number of existing departments, including ministerial support, policy, communications, human resources, and information technology, and other services.
This is all being revisited and Council of Ministers has started discussions with the Chief Executive Officer on how the Cabinet Office functions can be most effectively and efficiently delivered in the future.
Whilst the Council of Ministers agrees with the principle of the Proposition it is not clear what is expected by way of type, or level, of savings as the proposal lacks any detail. Notably, it refers to work that is currently under way and therefore adds little to what is already being considered.
The new Ministerial team, having been in place for less than 4 weeks, will need some time to develop a thorough knowledge of the current position before reaching conclusions.
The Council of Ministers undertakes to keep members updated as matters progress.
