COMMENTS
The Channel Islands Lottery Distribution of Proceeds 2025 [P.51/2025] (hereafter referred to as the "Proposition") was lodged au Greffe on 20th June 2025 by the Minister for Sustainable Economic Development (hereafter referred to as the Minister) and is scheduled for debate at the States sitting commencing on 9th September 2025. Subsequently, on the 26th June 2025 the Economic and International Affairs Scrutiny Panel (hereafter referred to as "the Panel") was informed of the Minister's intention to seek leave of the Assembly to reduce the lodging period for the Proposition to allow it to be debated on 8th July 2025, allowing arrangements of the distribution of the proceeds to be discussed prior to the summer recess.
The Panel was contacted by Government of Jersey Officers on 23rd May 2025 identifying that preparation for lodging of the Proposition was underway and that a private briefing could be provided. Accordingly, the Panel requested further written information and received a briefing note on 3rd June 2025. The Panel has formed these comments to aid in the Assembly's deliberations.
Allocations
The Panel notes that the 2024 Channel Islands Lottery proceeds will be distributed across organisations by the Association of Jersey Charities (the AJC), Jersey Community Foundation (the JCF) and, for the first time, Jersey Sport:

Initially the specific distribution of lottery proceeds, such as 20% to be allocated to arts, culture and heritage, was established through amendment to the allocation of 2019 proceeds by Deputy G.C.U. Guida of St. Lawrence [P.141/2020 Amd.]; with an amendment of a previous iteration of the Panel ensuring this was also included in the proposal of the 2020 proceeds [P.53/2021 Amd.]. The Panel notes that the proportion of the distribution proposed remains largely unchanged to the previous years.
The Panel acknowledges that flexibility continues to be given to the JCF in administration of the funds, within 3% of the total figure of the distributed proceeds, and agrees this to be sensible.
The Panel has recently posed questions regarding the work of Jersey Sport during a public hearing of 12th June 2025 with the Minister for Infrastructure, who is also the Assistant Minister for Sustainable Economic Development with responsibility for Sport.1 The Panel has been informed by the Chief Executive Officer of Jersey Sport that sustainability of funding is the biggest challenge for that organisation. period which allowed for that sustainability, and notes that £2.16 million was granted in 2024. [2]
The Panel acknowledges that the allocation of £171,482 for sports and active lifestyle will assist Jersey Sport in achieving its mission: "To inspire, lead, and enable positive wellbeing for all through lifelong engagement in sport and physical activity." [3]The Jersey Sports Council has outlined to the Panel, as identified by the Minister for Infrastructure during the hearing, that it recognises the significant progress made by Jersey Sport over the last 12 months. [4]
Accordingly, the Panel is accepting of the allocation of 20% of the 2024 proceeds to Jersey Sport, as well as distributions to ACJ (50%) and JCF (30%).
Funding
Whilst scrutinising the Proposition the Panel notes that, unfortunately, the proceeds raised for distribution from lottery proceeds have seen an overall downward trend over the previous 5 years.

The Panel would expect that the Minister, during the debate of the Proposition, outlines any implications of the reduction in lottery proceeds and identify actions that will be undertaken to reverse this trend.
Conclusion
The Panel is broadly supportive of the Proposition and distribution to the Association of Jersey Charities, Jersey Community Foundation and Jersey Sport in the proposed proportions.
The Panel has highlighted a downward trend in the proceeds of lottery funding and expects the Minister for Sustainable Economic Development to provide further information during the debate on any implications and actions to revert this trend.
