1)  Name and brief description of the proposed decision

What is the problem or issue the decision is trying to address?

Do children experience this problem differently from adults?

Proposed  amendment  to  P.21  Amd.(4) (Common  Strategic  Policy  2024-2026 (P.21/2024): Fourth Amendment) lodged by the Children, Education and Home Affairs Scrutiny Panel.

If adopted, the proposed amendment would replace reference to St. Helier in the Panel's amendment with the word town', thereby ensuring the provisions of the amendment also apply to schools which are situated outside of the Parish of St. Helier but whose catchment area includes parts of St. Helier .

2)  Which groups of children and young people are likely to be affected?

Groups of children could include early years, primary or secondary education; young adults; children with additional learning needs; disabled children; children living in poverty; children from particular ethnic backgrounds; migrants; refugees; care experienced children and LGBTQ+ children

Children living in the catchment area of identified schools (e.g. St Luke's and St. Saviour 's primary schools) who may benefit from the modernisation of the school estate as envisaged in the Panel's amendment.

3)  What is the likely impact of the proposed decision on children and on their rights?

Identify any potential positive OR negative impacts and include indirect impacts on children and their rights as described in the UNCRC

Will different groups of children be affected differently by this decision?

The impact on the identified groups of children is expected to be positive in terms of their rights to education as set out in UNCRC Articles 28 and 29.

4)  Is a full Children's Rights Impact Assessment required?

If you have identified impacts on children and their rights, a full CRIA should be completed. If no impacts are identified then a Full CRIA is not required, but please explain your rationale and how you reached this conclusion

In accordance with Article 7(4) of the Children (Convention Rights) (Jersey) Law 2022, a full CRIA is not required.
