What is the problem or issue the decision is trying to address?

Do children experience this problem differently from adults?

The States Assembly is being asked to approve an amendment to an amendment to the Common Strategic Policy (CSP) 2024-2026 (P.21/2024), lodged by the Council of  Ministers  on  9th  April  2024.  The  amendment  seeks  to  change  its  original amendment to incorporate wording accepted by both the Panel and the Council of Ministers. The principle of the original amendment remains and is ensure that one of the priorities contained within the CSP to ensure sustainable development in any Planning reformation and to add a new priority which would commit the Government to addressing the climate emergency through the Carbon Neutral Roadmap. Children would experience the problem the same as adults.

2)  Which groups of children and young people are likely to be affected?

Groups of children could include early years, primary or secondary education; young adults; children with additional learning needs; disabled children; children living in poverty; children from particular ethnic backgrounds; migrants; refugees; care experienced children and LGBTQ+ children

The proposed amendment could potentially impact all children living in Jersey.

3)  What is the likely impact of the proposed decision on children and on their rights?

Identify any potential positive OR negative impacts and include indirect impacts on children and their rights as described in the UNCRC

Will different groups of children be affected differently by this decision?

 Article 29 of the UNCRC states that the education of children should be directed to the development of respect for the natural environment. Respect and protection of the natural environment is a key emphasis of the Panel's amendment.

All children would be impacted the same.

4)  Is a full Children's Rights Impact Assessment required?

If you have identified impacts on children and their rights, a full CRIA should be completed. If no impacts are identified then a Full CRIA is not required, but please explain your rationale and how you reached this conclusion

In accordance with Article 7(4) of the Law, full CRIA is not required.
