What is the problem or issue the decision is trying to address?

Do children experience this problem differently from adults?

Proposed amendment to the Common Strategic Policy ("CSP") (P.21/2024(Amd)) lodged by the Environment, Housing and Infrastructure Scrutiny Panel.

If adopted, the Council of Minister's amendment to the amendment would:

  1. amend references to the Carbon Neutral Roadmap to ensure that they align with the proposition adopted by the States Assembly in 2022;
  2. correct the indicator in the table as relates to the above; and
  3. ensure the Minister for the Environment's vision of relaxing planning controls by, for example, either seeking to amend legislation or make variations to policy is maintained in the CSP.

The amendment does not change the impact of the proposed CSP on children or Islanders more generally as references to the CNR were already included in the original CSP as was the Minister's vision as relates to planning controls.

Groups of children could include early years, primary or secondary education; young adults; children with additional learning needs; disabled children; children living  in  poverty;  children  from  particular  ethnic  backgrounds;  migrants; refugees; care experienced children and LGBTQ+ children

There will be no effect as the amendments do not substantively change the proposed CSP.

  1. What is the likely impact of the proposed decision on children and on their rights?

Identify any potential positive OR negative impacts and include indirect impacts on children and their rights as described in the UNCRC

Will different groups of children be affected differently by this decision?

There  will  be  no impact on  the  rights  of  children as  the  amendments  do not substantively change the proposed CSP.

If you have identified impacts on children and their rights, a full CRIA should be completed. If no impacts are identified then a Full CRIA is not required, but please explain your rationale and how you reached this conclusion

In accordance with Article 7(4) of the Children (Convention Rights) (Jersey) Law 2022, a full CRIA is not required.
