 What is the problem or issue the decision is trying to address?

 Do children experience this problem differently from adults?

"Remote participation within the States Assembly for the purpose of election of a Chief Minister or Minister" aims to allow any States Member who is away during the debate for the meetings to select a new Chief Minister, in the event the Vote of No Confidence (P.1/2024) is successful, be allowed to join the sitting remotely.

2)  Which groups of children and young people are likely to be affected?

Groups of children could include early years, primary or secondary education;

young adults; children with additional learning needs; disabled children; children

living in poverty; children from particular ethnic backgrounds; migrants; refugees;

care experienced children and LGBTQ+ children

At the time of lodging the Proposition, no travel arrangements involving or affecting children and young people likely to be the cancellation of such arrangements had been identified.

3)  What is the likely impact of the proposed decision on children and on their rights?

 Identify any potential positive OR negative impacts and include indirect

impacts on children and their rights as described in the UNCRC

 Will different groups of children be affected differently by this decision?

If a travel arrangement involving children and young people would be affected by the proposition not being supported, this may have a negative impact depending on the nature of the arrangement.

4)  Is a full Child Rights Impact Assessment required?

If you have identified impacts on children and their rights, a full CRIA should be

completed. If no impacts are identified then a Full CRIA is not required, but

please explain your rationale and how you reached this conclusion

No impact has been identified. If the outcome of the vote of the Proposition is likely to affect any child, this might reasonably be expected to be raised by a States Member with knowledge of the particular circumstance at the time of debate.

If screening determines that a full CRIA is needed, complete Part 2 Page - 2
