The States Assembly are being asked to approve the amendments to the Agricultural (Loans) (Jersey) Amendment 1974 ("the Regulations"). These Regulations establish the framework by which the Agricultural Loans Scheme is managed. The amendments will reduce the interest rate charged on loans made under the loans scheme and reduce the membership of the Agricultural Loans and Guarantees Advisory Board. |
2) Which groups of children and young people are likely to be affected? Groups of children could include early years, primary or secondary education; young adults; children with additional learning needs; disabled children; children living in poverty; children from particular ethnic backgrounds; migrants; refugees; care experienced children and LGBTQ+ children |
The amendments will allow for the renewal and refinancing of the Agricultural Loans Scheme which in turn should allow for additional investment into the Island's agricultural sector. Whilst this will have a limited impact on young people it could affect those who work, or intend to work, in agricultural and on those whose close family members work in this sector. |
3) What is the likely impact of the proposed decision on children and on their rights? • Identify any potential positive OR negative impacts and include indirect impacts on children and their rights as described in the UNCRC • Will different groups of children be affected differently by this decision? |
These Regulations will have a limited impact but could positively affect young people seeking a career in agricultural due to the increase in capital investment in the sector. |
4) Is a full Children's Rights Impact Assessment required? If you have identified impacts on children and their rights, a full CRIA should be completed. If no impacts are identified then a Full CRIA is not required, but please explain your rationale and how you reached this conclusion |
It is not considered that a full CRIA is required. The proposition deals with minor amendments to the current Regulations. |
