New Healthcare Facilities Programme (P.43/2024) – Children’s Rights Impact Assessment

The States Assembly are being asked to approve a Proposition which will request that the Council of Ministers bring forward a standalone Proposition seeking the States Assembly's in-principal approval of the funding proposals for delivery of Phase 1 of the New Healthcare Facilities Programme (Programme'), prior to the debate on Government Plan 2025-2028.

To request that the Council of Ministers ensure that the indicative costs associated with future phases of the Programme are presented to the States Assembly, prior to the debate on any Proposition in which States Assembly approval of the funding proposals for the Programme is sought.

2)  Which groups of children and young people are likely to be affected?

Groups of children could include early years, primary or secondary education; young adults; children with additional learning needs; disabled children; children living in poverty; children from particular ethnic backgrounds; migrants; refugees; care experienced children and LGBTQ+ children

The proposed Proposition impacts on the structure and timing of the States Assembly debate on the funding proposals for delivery of Phase 1 of the Programme and requests additional information about future phases of the Programme. It is expected that the impact of the funding proposals for delivery of Phase 1 of the Programme, as well as information about future phases of the Programme, on children and young people will be set out in a full CRIA accompanying the Government's proposals for the Programme.

3)  What is the likely impact of the proposed decision on children and on their rights?

• Identify any potential positive OR negative impacts and include indirect impacts on children and their rights as described in the UNCRC

• Will different groups of children be affected differently by this decision?

This proposed Proposition is unlikely to alter the impact of the Programme on children and young people as will be set out in a full CRIA accompanying the Government's proposals for the Programme.

4)  Is a full Children's Rights Impact Assessment required?

If you have identified impacts on children and their rights, a full CRIA should be completed. If no impacts are identified then a Full CRIA is not required, but please explain your rationale and how you reached this conclusion

It is not considered that a full CRIA is required. The reason is that the proposed Proposition is directed towards the structure and timing of the States Assembly debate and requests for additional information.
