1)  Name and brief description of the proposed decision

What is the problem or issue the decision is trying to address?

Do children experience this problem differently from adults?

The States Assembly are being asked to endorse proposals for the distribution of £857,410, in proceeds of the Channel Islands Lottery ("the Lottery") to the Jersey Community Foundation (JCF), Association of Jersey Charities (AJC), and Jersey Sport (JS) for onward distribution to registered charities.

2)  Which groups of children and young people are likely to be affected?

Groups of children could include early years, primary or secondary education; young adults; children with additional learning needs; disabled children; children living in poverty; children from particular ethnic backgrounds; migrants; refugees; care experienced children and LGBTQ+ children

The JCF, AJC and JS will distribute Lottery funding to a number of local charities, many of which serve the needs of children and young adults.

Funding from previous years has been used to support charities impacting young people such as:

Family First

Jersey Association for Youth and Friendship

NSPCC Jersey

Brighter Futures Limited

Brightly

3)  What is the likely impact of the proposed decision on children and on their rights?

Identify any potential positive OR negative impacts and include indirect impacts on children and their rights as described in the UNCRC

Will different groups of children be affected differently by this decision?

The distribution of funds to specific charities is a matter for the ACJ, JCF and JS however, based on previous years grants the proposition is likely to positively impact upon the following rights by supporting

charitable work:

Article 28: Right to Education · Article 31: Right to play and leisure · Article 39: Rehabilitation and Social Reintegration

It is anticipated that charitable work, supported in part by the proceeds of the Lottery, will continue to make a positive contribution to the lives of a wide range of children and young people in Jersey.

4)  Is a full Children's Rights Impact Assessment required?

If you have identified impacts on children and their rights, a full CRIA should be completed. If no impacts are identified then a Full CRIA is not required, but please explain your rationale and how you reached this conclusion

It is not considered that a full CRIA is required. The specific projects supported by charities using Lottery

funding will be decided by the AJC, JCF and JS, this proposition simply allocates £87,410 for onward distribution.
