Matters noted – land transactions.
THE STATES noted Acts dated 8th December, 22nd December, 1986 and 5th January, 1987, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –
- as recommended by the Committee for Postal Administration, the sub-lease to Mr. Alan Walters, the current Sub Postmaster, of the Post Office premises in Le Riches Stores at Les Quennevais, involving 283 square feet of floor space, for a period of nine years with effect from 28th October, 1982, at an annual rent of £3,107 for the first five years, to be reviewed after that time on the basis of market value (the terms of the lease which the public of the Island had with Le Riches Stores Limited in respect of the said premises);
- as recommended by the Public Health Committee, the passing of a contract with Mr. Stafford John Bartlett, the owner of the Stafford Hotel, Kensington Place, St. Helier , to permit the Stafford Hotel, free of charge, to encroach on the party wall shared between the General Hospital and the Hotel in order to carry out certain extensions;
- as recommended by the Public Works Committee, the leasing to Police Sergeant Terence Alexander McDonald of the German-built bunker west of Kempt Tower, St. Peter , required for use as a permanent fireworks magazine, for a period of nine years commencing on 25th December, 1986 at an annual rent of £20;
- as recommended by the Harbours and Airport Committee, the leasing to La Motte Garages Limited of 433 square feet of office accommodation on the first floor of the Airport Arrivals Hall (known as Letting No.B.191) for a period of two years, with effect from 1st January, 1987, at an annual rent of £2,381.50, representing a rate of £5.50 a square foot.

THE STATES noted an Act of the Finance and Economics Committee dated 8th December, 1986,showing that in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that the Resources Recovery Board had accepted the lowest of five tenders, namely that submitted by F.J. de la Haye (Carpenter and Builder) in the sum of £123,547 in a contract period of 28 weeks for an extension to the West Shed at the Bellozanne Plant.

Jersey Airport – 50th Anniversary. Statement.
The President of the Harbours and Airport Committee made a statement in the following terms –
"Tuesday, 10th March, 1987, is the 50th Anniversary of the opening of Jersey Airport. The Harbours and Airport Committee wishes to mark the occasion by holding a small ceremony at the Airport on that day, in which a number of States' Members and other persons will be involved.
The Bailiff has accepted an invitation to play an active part in the ceremony as did his predecessor in 1937.
I realise that 10th March is a day on which the States are due to meet, but I seek the co-operation of the House to keep the Sitting that day free of any major items of business to enable the States to rise at about 11.00 a.m. in order that those Members involved in the Anniversary can attend the ceremony at the Airport later that morning.".
B.B.C. Radio Jersey. Statement.
The President of the Broadcasting Committee made a statement in the following terms –
"I wish to pay tribute to B.B.C. Radio Jersey for the way in which it has carried out its role as a community broadcasting service during the present inclement weather.
As soon as the weather deteriorated Radio Jersey lengthened its broadcasting hours, setting up a help line' and becoming a central point of information for the community as a whole relaying news from the essential services and other organisations who all deserve our sincere thanks for their help in very difficult circumstances.
Finally I wish to thank the Station Manager and his staff for providing this invaluable service.".
Tribute to those who assisted in recent freezing conditions. Statement.
The Connétable of Grouville made a statement in the following terms –
"I appreciate this opportunity, on behalf of all the Connétable s, to pay tribute to the Island's emergency services, utility companies, States' Departments and all organisations that came to the assistance, and in some cases, rescue of persons struck by the effects of the freezing conditions which have persisted during the last week.
We know only too well that many householders were left without water supplies in sub-zero temperatures with many suffering serious flood damage, leaving some homeless and, understandably, despondent.
It is to the credit of countless volunteers who unselfishly offered their services, some working throughout the night, and the invaluable support of honorary officials and parish work-forces, that some measure of comfort was available for those left in these terrible circumstances.
With no immediate respite predicted, many people, and in particular the aged and very young, will still be reliant upon others for help and I know that the community and neighbourly spirit that has been so evident will continue.
It has been mentioned that perhaps a central administration point would be beneficial and I can assure you all that this will be looked into in order that we can be prepared, as much as possible, when emergencies such as these arise. I must say that the Island, in all spheres, responded magnificently.".
E' Store, New North Quay, Port of St. Helier – lease.
THE STATES, adopting a Proposition of the Harbours and Airport Committee –
- approved the lease to Channel Islands Services Limited, trading as Huelin Renouf Shipping Services, of E' Store (comprising 1,967 square feet) on the New North Quay, Portof St. Helier for a 3-year term commencing on 1st January, 1987 at a rent of £4,720.80 a year representing a rate of £2.40 a square foot a year;
- authorised the Greffier of the States to sign the necessary agreement with the company;
- authorised the Treasurer of the States to receive the rent as it became due.
Transfer of Functions (Housing Committee) (Jersey) Act, 1987.
THE STATES, adopting a Proposition of the Tourism Committee, and in pursuance of Article 29 of the States of Jersey Law, 1966, as amended, and all other powers enabling them in this behalf, made an Act entitled the Transfer of Functions (Housing Committee) (Jersey) Act, 1987.

THE STATES commenced consideration of the Proposition and Third Report of the Special Committee to consider a request from the United Kingdom Government for a contribution towards defence and international representation (lodged on 11th November, 1986) together with an Addendum to the Report (presented at the present Sitting).
THE STATES adopted paragraph (c) of the Proposition of the Special Committee and agreed –
(c) to offer to reimburse any identifiable expenditure incurred by Her Majesty's Government in the discharge of its responsibility for the international representation of the Island.
After further discussion the States adjourned at 5.50 p.m. until Wednesday, 21st January, 1987.
