Matters noted - land transactions.

THE STATES noted an Act of the

Finance and Economics Committee dated 21st August, 1989, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved, as recommended by the Public Health Committee, the leasing from John Baxter Investments Limited of 54, Marina Court, St. Helier, for a period of one year with effect from 1st September, 1989, at a monthly rent of #230, with the option to renew.

THE STATES rejected the

proposition of Deputy John Le Gallais of St. Saviour that sub-paragraphs (i), (ii), (iii), (iv) and (v) of paragraph (a), and paragraphs (b) to (g) of the Proposition regarding Rezoning of land for Category A housing be considered at this Sitting, the remainder of the sub-paragraphs in paragraph (a) being deferred to a later date.

Registration and restrictions on

use of wells and bore holes. Statement.

The President of the Public Works Committee made a statement in the following terms -

  In my statement to the States on

 1 7th August, I said the Island's

o bjective was to reduce the weekly

 l oss of water stored in the Jersey New

W aterworks Company's reservoirs from t he average of 10 million gallons per

 w eek before the declaration of the

 S tate of Emergency to 4 million

 g allons per week.

I n the first six days the loss fell by 5 million gallons, however, in the

p ast week, despite a continued small d ecline in consumption of Company w ater, the loss was 7.1 million

g allons.

A factor in this unsatisfactory

s ituation is the diminution in stream f lows which can in part be attributed t o the scale of abstraction from wells a nd boreholes.

T he Public Works Committee has for s ome time been aware of the potential c onsequences of unrestricted

a bstraction from those sources and a p reliminary survey by the British

G eological Survey was undertaken

e arlier this year. An amount has

a lready been inscribed in next year's b udget in order to undertake a more

t horough investigation.

R ecent estimates made by the Jersey

N ew Waterworks Company at the request

o f Public Works suggest that, in the

p resent circumstances, abstraction

s ignificantly exceeds the rate of

r eplenishment of underground water in

a year of average rainfall.

A ccordingly, the Public Works

C ommittee will, subject to the

r esolution today of any outstanding

p roblems, give notice that all wells

a nd boreholes are to be registered and t hat abstraction from them will, in

t he case of supplies to domestic

h ouseholds, be subject to the same

r estrictions as are supplies of

C ompany water to domestic consumers.

A bstraction for any commercial purpose w ill require a water meter (supplied

a t the expense of the States) to be

f itted to the source, and commercial

c onsumers will be restricted in the

s ame categories and to the same extent a s though they were supplied by the

J ersey New Waterworks Company.

I t is the opinion of the Public Works

C ommittee that these measures are

e ssential to conserve the Island's

w ater resources to withstand the

p resent period of dry weather which

s hows no indication at present of when i t will end. They are necessary also

t o safeguard future supplies and

r educe the risk of polluting

u nderground fresh water resources with s ea water.

T he administration of these

r estrictions will impose a demand

b eyond the capacity of the Public W orks Department and I take this

o pportunity to ask for the co-

o peration of other committees when a ssistance is sought.''

( c) required the Finance and Economics C o m mittee to provide an annual sum
