THE STATES acceded to the request of the President of the Island Development Committee that the propositions regarding the compulsory purchase of Field 1587, Claremont Road, St. Saviour/ St. Helier , and Bagatelle Nurseries, Claremont Road, St. Saviour , (both lodged on 10th November 1992 by the Connétable of St. Saviour ) be deferred from the present Sitting to a later date.
Residential land availability. Statement
The President of the Island Development Committee made a statement in the following terms -
I promised when the House met on Tuesday N ovember 24th 1992, that I would make a
s tatement today concerning the revised
r esidential land availability report which h as now been thoroughly checked and
e xtended to the year 2000 by officers of t he Island Development and Housing
C ommittees, with the full co-operation of t he Chief Adviser's office.
I am pleased to say that Mr. Colin Powell h as confirmed that the need for future
f irst-time buyer housing can be satisfied
w ithout the need to zone more green field s ites for development. He adds that his
a nalysis would suggest a need for caution
i n zoning further sites for development
b eyond those which have already been
i dentified. He recommends that a review of c urrent trends should be undertaken on a
s ix-monthly basis. This will be done.
I shall be meeting the President of the
H ousing Committee and his Chief Officer on M onday next and after discussing this
t ogether we shall bring a detailed report
t o this House as soon as possible.''

Home Secretary - meeting with delegation: Communiqué
The Bailiff read the following Communiqué issued following the meeting of the Home Secretary with a delegation on 25th November 1992 -
A delegation of the States of Jersey, led
b y the Bailiff today met the Home Secretary t o discuss issues on which members of the
d elegation had expressed concern following t he removal from office of the Deputy
B ailiff of Jersey last June.
T he Home Secretary sought to reassure the d elegation on the following matters -
H e understood the concern which many J e rs ey people had expressed when the D ep uty Bailiff had been removed from
o f fi ce. That was why special steps had b e e n taken at the time to explain the
r e as ons fully. It remained a matter of
r e g ret that he had had to act but the
s te p had been unavoidable.
T h e fact that the delegation which came t o m ake representations in support of
t h e Deputy Bailiff last April was not
i n t he event received by a Minister
i m p lied no under-valuing of the
d e le gation's weight or case. On the
c o n trary, the coincidence with the
G en eral Election campaign simply meant t h at , exceptionally, Ministers were not
a v a ilable.
T h e delegation's views had, of course, b e e n promptly and very fully reported t o M inisters by the Permanent Under- S e c retary of State.
H e was glad to have the opportunity to e m p hasise that, as now, the
c o n sultation which the Home Office
u n dertakes with the Insular
A u thorities, via the Lieutenant
G o vernor, will be understood to include c o n sultation with the States on matters d e a lt with by one or more of its
c o n stituent Committees.
S i m ilarly, he could reaffirm that
M e mbers of the States, normally led by
t h e Bailiff , will continue to have the
o p p ortunity of discussing with
M in isters of Her Majesty's Government
i ss u es of concern to the Insular
A u thorities or which concern the
r e la tionship between the United Kingdom a n d the Insular Authorities.
F inally, having previously indicated that
h e would be prepared to entertain
p roposals, the Home Secretary invited the
d elegation to say whether it wished to
r ecommend any changes in the constitutional r elationship between the Island and the
C rown. Although the delegation stated that
i t did not see the need for immediate
c hanges, it was encouraged by the agreement
o f the Home Secretary that he would be
w illing to receive representations from the
I nsular Authorities should they wish to
m ake them. After discussion it was agreed
i n principle to review the way in which
I sland Laws are considered by the Home
O ffice and receive Royal Assent. Detailed
p roposals to this end will be examined and
f inalised as soon as possible.
I n conclusion, the Home Secretary stressed
t he high value he placed on the maintenance
o f the ancient and intimate ties with
J ersey, and all parties agreed that the
m eeting had served to reinforce the good
r elationships between H.M. Government and t he Insular Authorities.''

THE STATES commenced consideration of a proposition of Deputy Stuart Syvret of St.
Helier in which they were asked to object to any further operation of the nuclear reprocessing
plant at Cap de la Hague and any international movement of radioactive materials to or from the plant; and to request H.M. Government to forward the States' objection to the governments of
France and Japan.
THE STATES adopted an Amendment of Senator Corrie Stein which substituted the word
operation'' by intensification'', deleted
the words and any further movement of radioactive materials to or from the plant'', substituted the word governments'' by the word government'' and deleted the words and
Japan''.
