THE STATES noted an Act of the Finance and Economics Committee, dated 28th May 1993, showing that, in pursuance of Rule 5 of the

Public Finances (General) (Jersey) Rules 1967,

as amended, the Committee had noted that the Housing Committee had accepted the lowest of eight tenders, namely that submitted by G.R. Langlois Limited in a contract period of 36

weeks, in the sum of £456,890, for the proposed development of seven units of States rental accommodation at 88 and 90 Great Union Road, St. Helier .

THE STATES, adopting a proposition of the Connétable of St. Peter -

 ( a) approved the principle of parish

a u th orities designating   green lane'' s c h emes for the benefit of both

r e si dents and visitors, as outlined in t h e report dated 19th March 1993;

 ( b) noted the proposal of the Connétable of S t . Peter regarding the designation of

c e rt ain routes as green lanes'' in

t h at parish, and requested the other

p a r ishes to consider implementing

s im  ilar schemes;

 ( c) requested the parish authorities to

l ia i se with the Public Services

C o m mittee, before any such scheme is

f in a lised, to incorporate appropriate

s p e ed limits and warning signs on any p u b lic highways affected, and to

p r e pare any necessary legislation.

 ( a) approved the transfer to the Jersey

H  er itage Trust of the management of E l iz abeth Castle and Mont Orgueil

y e a rs, with effect from 1st January

1 9 9 4, for an annual sum of £57,500,

p l u s 23 per cent of the total gross

i n co me in excess of £250,000, subject t o r eview on 31st December 1994 and t ri e nnially thereafter;

 ( b) approved the Management Contract for t h e Castles which is to be effective

f ro m 1st January 1994;

 ( c) authorised the Greffier of the States t o s ign the Contract.

C o m mittee to negotiate with the owners f o r the purchase of the land at

E c o nomics Committee;

 ( c) authorised the Greffier of the States t o s ign the said drawing on behalf of t h e States;

f a ir and proper purchase price, the

C o m mittee should be empowered, in

e x e rcise of the powers conferred by

A  rt icle 4 of the Island Planning

( J er sey) Law 1964, as amended, to

a c q uire the said land by compulsory

p u r chase on behalf of the public in

a c c ordance with the provisions of the

C o m pulsory Purchase of Land (Procedure) ( J er sey) Law 1961, as amended;

 ( e) authorised the payment or discharge of t h e expenses to be incurred in

THE STATES, adopting a proposition of the Telecommunications Board, approved the report, dated 18th May 1993, of the Telecommunications Board setting out its policies with regard to

cable television licensing and agreed that, in accordance with those policies, and in pursuance of Article 5 of the Telecommunications (Jersey) Law 1972, as amended, the Board should -

 ( a) grant to Jersey Cable Limited an

e x c lusive licence for a period of ten y e a rs for the construction of a

b r o adband cable television network;

 ( b) grant a general licence for the running

o f s ingle premise SMATV systems in the

I s la nd;

 ( c) grant licences to individual applicants

t o r un multiple premise SMATV systems s u p plying less than 200 dwellings.
