Arrangement of public business for the present meeting
THE STATES acceded to the request of the Connétable of St. John that consideration of the proposition regarding the Parish rates review (P.124/93 - lodged "au Greffe" on 24th August 1993) be deferred from the present meeting to a later date.
THE STATES noted that Senator Vernon Amy Tomes had not lodged his proposition regarding the
conduct of proceedings with regard to the
Committee of Inquiry into the circumstances
leading to the release from contract of the
former Chief Executive Officer of the Sport,
Leisure and Recreation Department and acceded to his request that the proposition be debated at
the present meeting.

Deputy Evelyn Mabel Pullin of St. Saviour asked the Connétable of St. Saviour, President of the Public Health Committee, the following questions -

The President of the Public Health Committee replied as follows -
1.(a) The question refers to the first
s e n te n c e in the second paragraph
o f t h e F oreword to the Discussion
P a p e r Abortion in Jersey''
( R . C .2 3 /93) and ignores the
s e c o n d sentence. For the sake of
c l ar i ty I will quote the
p a r a g ra ph in full -
I t is recognised that there are serious
e t hi cal and moral issues inherent in
t h e consideration of this sensitive
s u b ject but this brief discussion paper d o e s not attempt to address them.
H o wever, attached as an appendix is a c o p y of the text of a talk given by
L a d y Helen Oppenheimer, the eminent t h eo logian, which deals with those
i ss u es admirably and in some detail.
T h e reason for quoting Lady Oppenheimer w as that the Jersey Council of
C h u rches' Sub-Committee chose her to
a d d ress them, as a most learned moral t h eo logian. My Committee read her work a n d decided that it could do no better
t h an to quote her address in full as an
a p p endix. States Members are strongly u r g ed to re-read the text of her talk
w h ich is reproduced on pages 38 to 44
o f t he present report.
( b) The word foetus'', rather than the
e x p ression unborn child'', was chosen a t p roposition 1(c) as that is the
t e ch nical term used to describe the
u n b orn child at that particular stage
o f i ts development. As Deputy Pullin
s ta t es, the term unborn child'' is
u s e d in paragraph 29 of the report in
r e la tion to the handicapped.
T h e rights of the unborn child and the
m o ther are inextricably linked and the
m o ral and ethical issues which abortion
r a is es were, in the opinion of my
C o m mittee, dealt with admirably by Lady O p penheimer. My Committee concurred w it h her views.
2 .(a) In 1991, there were over 65,000
re s id e n t adults in Jersey. 64

su b s e q uently contacted me direct,
th e n u mber of responses was still
co n s i d ered to be too small to form a s ta t is tical base.
( b) The expression quality'' was used as
t h e opposite of quantity''. My
C o m mittee simply wished to give credit
t o t he many thoughtful and helpful
c o m ments which had been made by those w h o had taken the time and trouble to
r e sp ond to its invitation to submit
v i ew s.

( d) The Committee's Chief Executive
O ff icer, Medical Officer of Health and
L e g islation Officer went to France in
D ec ember, 1993, on a two-day visit and m et with a Deputy Regional Medical
O ff icer of Health, two gynaecologists,
a p a ediatrician, a midwife and a family
p l an ning counsellor. Extensive
d i sc ussions took place on the operation
a n d experience of the 18-year-old
F r e nch Abortion Law. I would, however, d r a w attention to the fact that the
p r o posals of the Public Health
C o m mittee do not mirror the French law a l th ough they do include certain
f e at ures of it. In this context, my
C o m mittee is indebted to the Sub-
C o m mittee of the Jersey Council of
C h u rches for its helpful research of
r e le vant French legislation.
3 . RU486 is a synthetic hormone which
p r e vents or disrupts implantation of
t h e embryo in the womb. It is envisaged t h at one or more abortifacient drugs
f o r use by approved registered medical p r a ctitioners will be made available.''
Public Employees Contributory Retirement Scheme Committee of Management: membership
THE STATES, adopting a proposition of the Establishment Committee, and in accordance with Regulation 3(5) of the Public Employees (Contributory Retirement Scheme) (General) (Jersey) Regulations 1989, as amended, approved the appointment of Senator Antony Beresford Chinn as an employer representative on the Committee of Management for the period ending 31st December 1994, in place of Deputy Derek Ryder Maltwood of St. Mary .
