THE STATES, adopting a proposition of the Planning and Environment Committee, referred to their Act dated 19th December 1995 which approved, in principle, the redevelopment of the properties known as 2 to 10 Halkett Place and 21 and 23 Hill Street, St. Helier , (as shown on drawing No. 480/1) for use for public offices,

and authorised the Planning and Environment and Finance and Economics Committees to obtain the necessary funding for the redevelopment from private sources, and authorised the Planning and Environment Committee to enter into such agreements as were necessary for the redevelopment, and -

( a) approved the granting of a lease ( the

H e ad L ease') by the public to Hambros

B ank (Jersey) Limited (HBJL) for a

per iod of 125 years, of the area of

l and and part of the building known as

23 H ill Street, St. Helier , shown on

dr a wing No. 480/1, the exact area of

l and and building to be agreed between

t he C ommittee and HBJL and on terms set out in paragraph 4(a) of the report of

t he P lanning and Environment Committee, dat ed 28 th March 1996;

( b) agreed to accept from HBJL a sub-lease

of t he agreed area of land and building

r ef er red to in sub-paragraph (a) for a

t er m of 50 years subject to the annual

paym ents set out in paragraph 4(b) of

t he r eport of the Planning and

E nvi ronment Committee dated 28th March 1996;

( c) authorised a scheme whereby the public w o ul d be entitled to purchase the Head

L eas e from HBJL, such entitlement to be exer cisable in 21 years after the

com pletion of the development or in

s uch circumstances as the Planning and

E nvi ronment Committee decides is

nece ssary in the public interest;

( d) authorised the Attorney General and

G r ef fier of the States to pass, and the

G r ef fier of the States to sign, as

appr opriate, on behalf of the public,

s uch contracts or agreements as may be nece ssary;

( e) authorised the Treasurer of the States t o r eceive the sum of £8.6 million (and a f ur ther sum of £400,000 if deemed

nece ssary) from HBJL and to credit it t o a suspense account established for

t hi s purpose in the name of the

P l a nning and Environment Committee under Articles 7(1)(e) and 20(2) of the P ubl ic Finances (Administration)

( Je r sey) Law 1967, as amended, and

aut horised that Committee to pay from t ha t account the costs of

r ed evelopment.

( b) authorised the Greffier of the States t o s ign the said drawing on behalf of t he S tates.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the Bankruptcy (Désastre) (Amendment No. 2) (Jersey) Law 199 .

Jersey Heritage Trust: loan - P.81/96

THE STATES, adopting a proposition of the Finance and Economics Committee -

( a) authorised the grant of a loan to the J er s ey Heritage Trust for the purpose of t he building of a museum store at t he S ir Francis Cook Gallery, Trinity ;

( b) agreed that the loan should not exceed

£ 550,0 00, should be interest free and

s houl d be repayable in equal annual

i ns t alments over a period of 20 years.
