Supermarket on Fields 24-27, St. Brelade : petition - P.25/97
Mr. Malcolm Pollard, Connétable of St. Peter , presented to the States a petition on behalf of the inhabitants of the Island of Jersey regarding the proposed construction of a supermarket on Fields Nos. 24-27 St. Brelade.
THE STATES referred the petition to the Planning and Environment Committee and the Harbours and Airport Committee and lodged au Greffe'' a proposition of the Connétable of St. Peter to
the effect that the prayer of the petition be
granted.
Matter of privilege - suspension of Senator S.Syvret
The Bailiff advised members that he had been informed by Senator Frank Harris on Walker of the latter's intention to raise a matter of
privilege regarding the suspension of Senator Stuart Syvret. Senator Walker stated that the
facts to which he wished to draw attention were set out in the report that he had presented to
the States earlier that day (R.C.11/97). He then gave a brief explanation of the grounds on which he believed that those facts affected the
privileges of the States.
The Bailiff , stated that, in his opinion, the matter raised did affect the privileges of the States. Thereupon, in accordance with Standing Order No. 15, the Bailiff put to the States the proposition that the suspension from the service of the States imposed on Senator Syvret on 3rd September 1996, be lifted for the purpose of allowing him to address the States in response to the report (R.C.11/97) presented to the States this day by Senator Frank Harris on Walker and, for that purpose, that Senator Syvret be summoned to attend the States at 9.30 a.m. on 4th March 1997.''

States Offices, Morier House - statement
The President of the Planning and Environment Committee made a statement in the following terms -
In December 1995, the States approved a
r eport and proposition of the Planning and
E nvironment Committee (P.161/95 - Revised)
o n the acquisition of 23 Hill Street, St.
H elier, and the redevelopment of 2-10
H alkett Place and 21-23 Hill Street for
S tates offices (Morier House). In June
1 996, the States approved a further report
a nd proposition authorising the Planning
a nd Environment Committee to enter into an
a greement with Hambros Bank for the
f inancing of the development. Contracts
w ith Hambros were signed in August 1996 and t he development commenced in September
1 996.
I wish to advise members of the States that t he new building is progressing very
s atisfactorily and completion is expected
o n time and within budget.
T he States have previously been advised t hat the departments occupying this
b uilding would be: Law Officers, Judicial G reffe, Viscount, Immigration, Property S ervices and Financial Services.
I n November 1996 a planning group chaired b y the Bailiff for the refurbishment of the
S tates Building, Royal Square, recommended t hat the States Greffe be relocated into
M orier House.
T he Finance and Economics Committee decided i n January 1997 that the Financial Services
D epartment should be relocated elsewhere in
o rder to promote its future independence
a nd has advised the Planning and
E nvironment Committee of that decision.
I am pleased to advise the House that my
C ommittee supports the recommendation of t he Finance and Economics Committee. My C ommittee has been advised that the change c an be accommodated without affecting
e ither the costs or progress of the
d evelopment and the Finance and Economics C ommittee will continue to meet the rental
l iabilities which will be incurred.
B oth Committees have therefore agreed that t he States should be informed of the
s ubstitution of the States Greffe for the
F inancial Services Department.
T he Director of the Financial Services Department has been authorised by the Finance and Economics Committee to take the necessary action in conjunction with the Department of Property Services to secure the type of premises required at a suitable location elsewhere.''

THE STATES, adopting a proposition of the Education Committee, received the report of the Working Party on Child Care dated September 1996 and -
( a) agreed the Working Party's strategy to e x te nd the current range of child care
p r o vision for children up to 12 years

( b) approved the setting up by the States
o f a Child Care Trust as described in
