Jersey College for Girls relocation: petition and proposition - P.7/97 Revised
Deputy Imogen Stephanie Nicholls of Grouville presented to the States a petition on behalf of the independent governors of Victoria College and its Preparatory School, parents and teachers of pupils, Old Victorians and others, requesting the States to take no final decision on the planning and other proposals for the relocation of the Jersey College for Girls on the Victoria College House site until they had received a full report of a Committee of Inquiry into the proposed relocation.

Deputy Frederick John Hill, B.E.M., of St. Martin , asked the Connétable of St. Saviour, President of the Health and Social Services Committee, the following question -
On 31st January 1995, the President
i nformed the States that, subject to law
d rafting time being allocated by the Policy a nd Resources Committee, legislation to
c ontrol noise abuse was expected to be r eady for presentation to the States later t hat year. Two years have now elapsed. W ould the President inform the States -
( a) what steps have been taken to bring the l e gi slation forward?
( b) the reasons for the delay in the
p r e sentation of the legislation to the S t a tes?
( c) when he now expects that the draft l e gi slation will be presented to the S t a tes for debate?''
The President of the Health and Social Services Committee replied as follows -
(a) In 1995 the Health and Social
S e rv i c es Committee employed a
co n s u l tant solicitor specialising
in p u b lic health matters in the
U n i te d Kingdom to provide a law d ra f ti n g brief, using as its
so u r c e parts of the Environment
P ro t e c tion Act 1990 and the Noise an d S t atutory Nuisances Act 1993.
T h e first working copy of the draft law
w as provided in February 1996 when many q u e ries were raised due to the
c o m plexities of the subject.
S i n ce then there has been constant
c o n tact and discussion between the
o f fi cers of the Law Draftsman's Office a n d the Environmental Health
D ep artment. The current position is
t h at the third working draft is with
t h e Law Officers' Department where
s p e cific legal points are being
c o n sidered. Amongst these are the
a p p lication of the law to noisy events i n p ublic places, noise from small
p a r ties in private premises and traffic n o i se.
( b) The legislation has been progressed as q u i ckly as possible. However, the
s u b ject is complex and both the Law
D ra ftsman's Office and the
E n v ironmental Health Department are e x tr emely busy.
( c) It is hoped that legal opinion will s o o n be available and dependent upon t h at opinion, the proposed law will
p r o gress to the next stage. This
h o p efully will be limited to minor
a l te rations to the draft, followed by
p r e sentation to the Health and Social S e r vices Committee and a consultation p e r iod.
A f inal draft, taking account of the
o p i nions arising from the consultation, w il l be approved by the Health and
S o c ial Services Committee which will t h en be presented to the States for
d e b ate.

THE STATES, in pursuance of Article 29 of the States of Jersey Law 1966, made an Act entitled the Transfer of Functions (Industrial Relations Committee) (Jersey) Act 1997.
States Auditor: re-appointment of Price Waterhouse - P.212/96. Debate in camera
The Bailiff , in pursuance of paragraph (5) of Article 11 of the Public Finances (Administration) (Jersey) Law 1967, as amended, and in accordance with Standing Order No. 46(2), ordered the withdrawal of strangers and the closing of the doors of the Chamber in order
that the appointment of the States Auditor be debated in camera.
THE STATES, adopting a proposition of the Finance and Economics Committee, and in accordance with paragraph (1) of Article 11 of the Public Finances (Administration) (Jersey) Law 1967, as amended, re-appointed the firm of Price Waterhouse as States Auditor, for a period of three years, commencing with the audit of the States accounts for the year ending 31st December 1997.
