Potatoes dumped at Crabbé, St. Mary - questions and answers (Tape No. 412)

Deputy Philip John Rondel of St. John asked Deputy Jeremy Laurence Dorey of St. Helier, President of the Agriculture and Fisheries Committee the following questions -

1.  W ould the President inform members

o f th e volume of -

( a ) potatoes dumped at Crabbé, so far in 1 9 9 7?

( b ) the leachate that has been removed fr o m C rabbé since the installation

o f a m  embrane and holding tank?

 2 .  Would the President agree that the

s m e ll permeating from the site is

u n a cceptable to residents of the area,

a n d passers-by, and advise members what f u rt her remedial action could be taken t o s top these smells?''

The President of the Agriculture and Fisheries Committee replied as follows -

  1.(a) N o material has been dumped at C r ab b é. I t has been delivered

th e r e f o r the purpose of

co m  p o s ti ng and this operation

h as b e e n under the direct

co n t r o l o f the Henry Doubleday

R e s ea r c h Association;

S in c e 1st January 1997 and until

3 0 th October 1997, 7,056 tonnes of w a s te potatoes have been taken to C r ab b é. This tonnage includes soil an d s tones from packing stations;

In a d dition 3,948 tonnes of

h o rt ic ultural waste have been

ac c e p ted. Since 19th May, 6,538

to n n e s of domestic green waste have al s o b een received. This domestic

g re e n waste is vital as a source of

ca r b o n to ensure a successful

co m  p osting process.

 ( b)  The Crabbé site is split into three

ar e a s from each of which liquid is

co l l ec ted. After the remedial work

w a s c ompleted the first tankering

w a s o n 28th February 1997. Since

th a t t ime there has been no

g ro u n dwater pollution from these

ar e a s because all of the liquid

(2 , 7 3 2,815 litres), has been removed fo r t r eatment.

T h is is less than the total of the

ra i n fa ll plus the leachate, as the

co m  p osting process itself re-absorbs b o th rainfall and leachate.

 2 .  I am pleased that the Deputy of St.

Jo h n has raised this question as it

g iv e s me an opportunity to inform

m e m  bers that we have now treated and re m  o ved 12,000 tonnes of the old

m a t er ial previously dumped on the

si te . T he treatment and removal of

th i s m  aterial was a difficult

p ro c e ss and at times undoubtedly a

sm  e ll was produced. Now the

C o m m ittee is dealing solely with m a t er ial on a fresh basis.

It w  il l never be possible entirely

to e li minate all smell from the

si te . T he Committee has, however, ta k e n two steps to reduce any smell to a m inimum -

(1 ) T he introduction of two

at o m  is e r machines which are

es s e n t ia l ly large fans that

d is p e r se droplets of a masking fl u id . T  h ese deal with

lo c a li s e d problems but not

n ec e s s a ri ly background smells.

(2 ) O n the recommendation of ADAS

o n 1 1 t h O ctober the

in s ta l l at i on of an Odour

C o n tr o l S ystems Auto Micro

M i s te r s y stem commenced which

h as th e e ffect of misting the

si te p e ri m eter with an odour

n eu t r a li s ing agent. The

fr e q u e n c y of spraying and the

co n c e n t r ation of the fluid can

b e v a r ie d to deal with levels

o f n u is a n ce. The fluid is

ap p r o v e d by ADAS for this

sp e c i fi c p urpose and is itself

o d o u rl e s s.

I d o n o t b elieve that anything

el s e c a n be done other than to co n t i n u e with the efficient

m a n a g e m ent of the site and

re d u c e o p erations to a minimum w h e n t h e wind direction

re q u i re s this.

I m u s t r e mind members that th i s i s a l arge operation with an a n n u a l input in excess of

2 5 ,0 0 0 to nnes and already

p ro d u c i n g a high grade soil am  e li o r a tor. It is anticipated th a t i n a full year some 10-

1 2 ,0 0 0 to nnes of compost will b e p r o d u ced for which there is al r e ad y a demand and the

p o te n t ia l to offset some of

th e co s t .' '

Residents' parking schemes - questions and answers (Tape No. 412)

Deputy Alan Simon Crowcroft of St. Helier asked Senator Vernon Amy Tomes, President of the Public Services Committee the following questions -

1.  W ould the President inform members

w h e th e r his Committee has, since

ta k i n g office, given detailed

co n s i d eration to the parking

p ro b l e ms of residents of urban

p ar i sh e s, especially St. Helier?

 2 .  Does the President accept that there is a n u rgent need for residents' parking

s c h emes in the parishes of St. Helier ,

S t . Saviour and St. Clement?

 3 .  Would the President support the setting u p of a working group to progress the

d e v elopment of an experimental scheme t h at could be trialled in selected

r e si dential streets in St. Helier in

t h e New Year?''

The President of the Public Services Committee replied as follows -

1.  T he Committee supports the

p ri n c ip le of a residents' parking

sc h e m  e for the town area and has in c l u d ed it in its draft Transport P o li c y which is to be finalised

sh o r t ly.

T h e previous Committee under the

P r e sidency of Deputy Carter gave

d e ta iled consideration to the

i n tr oduction of a residents' parking

s c h eme in the northern area of town. P r o posals were drawn up and draft

l e gi slation is currently being prepared b y the Law Draftsman which will be a v a ilable for my Committee's

c o n sideration in a matter of weeks.

T h e current proposals would cover the n o r thern part of town in the area from R o u ge Bouillon south to Devonshire P l a ce and Gas Place. Its effects would b e a ssessed and the scheme then

m  o dified and extended as appropriate.

 2 .  I am aware that parking is difficult

f o r residents of the town area and my

C o m mittee will seek to implement the

s c h eme as soon as possible. The

m  aj ority of the built up area with

l im  ited parking is in St. Helier and

w  o rk on the proposed residents' parking s c h eme has been confined to that

p a r ish. Should the need for a

r e si dents' parking scheme be identified i n S t. Saviour and St. Clement this

c o u ld be considered following the

r e su lts of the scheme in St. Helier .

 3 .  Officers of the Public Services

D  ep artment are currently working with t h e Law Draftsman with regard to an

e a rl y introduction of a scheme in the

n o r thern part of the town (as mentioned ab o ve) following discussions with the

P a r ish of St. Helier and Deputies of

t h e area. It will be in effect

ex p erimental'. I do not believe that a

w  o rking group other than those already i n v olved is necessary.''

Quangos - question and answer (Tape No. 412)

Senator Frank Harris on Walker , President of the Finance and Economics Committee replied to questions asked of Senator Stuart Syvret in the States on 7th October 1997 about quangos''.

The President of the Finance and Economics Committee replied as follows -

w r it te n to all Committee

P re s i d ents to seek the information re q u e s ted. The responses I have

re c e iv e d indicate that there are

fu n d i n g or administer public funds

o r a re appointed by Government but d o n o t incur any expenditure.

 2 .  Members will find a list indicating the 2 0 bodies along with details of their

m em bership on their desks. This list

s h o uld be read in conjunction with the C o nstitution of the States of Jersey -

D  el egations, Tribunals etc.' a copy of

w  h ich is held by all States' members

Organisational changes in the States of Jersey Police - statement

Deputy Michael Adam Wavell of St. Saviour, President of the Defence Committee made a statement in the following terms -

  My Committee has recently approved the

 f indings of an Organisational Review of the  S tates of Jersey Police which is in

 a ccordance with the recommendations of the  R eport of the Independent Review Body on  P olice Service in the Island which, in

 s imple terms, calls for fewer chiefs and

m ore indians, something which I know will r eceive the support of this Assembly and

 t he public.

T he principal changes are -

a c o mmitment to no fewer than six

c o n stables in uniform patrolling beats i n t he main town area on a 24 hour a

d a y basis. These officers will be

s u p ported and supervised by patrolling S e r geants and led by a Duty Officer of t h e rank of Inspector. In addition, a

T a s k Unit of 10 constables will be

d e p loyed to support beat officers and

t o d eal specifically with public

d i so rder, on-street drug activity,

l ic e nsed premises and special events;

f u rt hermore, that Duty Officer will be a b le to direct resources in response to a n y incident, particularly at peak

t im  es, thus providing reassurance to

t h e public, who will be aware of a

p o l ice presence at times and places

w  h en it is most needed;

w  it h regard to community policing, and i n a ddition to the measures I have just

o u t lined, two officers, specifically

d e d icated to community activities in

S t . Helier, will join other community

p o l ice officers who carry out this

i n cr easingly effective method of

p o l icing elsewhere in the Island;

t h o se other officers, either singly or

i n s mall units, will have

r e sp onsibility for groups of parishes,

t h u s providing an important link in the e n h anced partnership between the

m  u nicipal authorities, the Honorary

P olice and the areas' residents;

i n a ddition, a Crime Bureau will be

c r ea ted, the function of which will be t o l ink together intelligence,

r e so urces and the management of

f o re nsic and scientific support to

e n s ure that reported crime is

i n v estigated to a high standard;

a n e w Administrative Support Unit will b e e stablished with the principal

o b j ectives of streamlining paperwork, s e rv icing the prosecution process and

l e ss ening the administrative burden on p a tr olling beat officers. Particular

e m p hasis will be placed on supporting t h e victims who have suffered as a

r e su lt of criminal behaviour,

p a r ticularly those who are required to g i v e evidence;

a 2 4 hour HELP LINE for enquiry about c r im e;

a n e w Custody Unit specially trained in t h e detention, treatment and care of

p e o ple taken into custody;

t h e creation of a Complaints and

D  is cipline Department headed by a Chief I n s pector.

F inally it gives me pleasure to be able to

a nnounce that the Working Party on Policing i n the Island, established by the Defence

C ommittee under the authority of the

S tates, will tomorrow be in a position to

f orward to the Comité des Connétable s a

d iscussion paper on its findings.

A rrangements have already been made for t his to be discussed with the Comité on

1 9th November 1997.''

THE STATES commenced consideration of paragraph (1) of a proposition of the Policy and Resources Committee -

( 1) To receive the Strategic Policy Review a n d Action Plan 1997 Part I; and -

( a ) to approve the recommendations

p o li c y as set out in clauses (i) -

THE STATES accepted an amendment of Deputy Alan Breckon of St. Saviour that after the word

THE STATES accepted an amendment of Senator Richard Joseph Shenton that after the word

and that a statutory minimum wage and a maternity benefit equal to that enjoyed by

THE STATES accepted an amendment of Senator Wendy Kinnard, as amended by Deputy Maurice François Dubras of St. Lawrence, that after the word Part'' there should be inserted the words

words , without the need for compulsory redundancies, except as a last resort.'.''

The President of the Establishment Committee, Deputy David Leon Crespel of Trinity , gave an assurance to the Assembly that, if compulsory redundancies were to be considered, the matter would be presented to the States for a decision.

THE STATES accepted an amendment of Deputy Maurice François Dubras of St. Lawrence that after the word Part'' there should be inserted

the words except that in clause (vi) after the words work force' in the second place where they appear, there shall be inserted the words

 , such as ensuring fair, reasonable and comparable total remuneration and terms of employment under any new employer of the transferred workers'.''.

THE STATES rejected an amendment of Senator Richard Joseph Shenton that after the word

Part'' there should be inserted the words

THE STATES accepted an amendment of Senator Richard Joseph Shenton that after the word

Part'' there should be inserted the words , except that at the end of clause (xi) there

shall be inserted the words whilst at all times recognising the need to sustain full employment for all residentially qualified employees and,

at the same time, to ensure that finance industry organisations encourage locally trained personnel to take up senior positions thereby reducing the need for (j)' category
