Prayers

Use of a private security firm in Morier House St. Helier - question and answer (Tape No. 560)

Deputy Paul Vincent Francis Le Claire of St. Helier asked the Connétable of St. John, President of the Public Services Committee, the following question -

"W  o u ld the President inform members -

( a ) o f t h e reasons why employees of a private security firm are now being stationed at the Security

Desk at Morier House instead of the States' employees who were employed when the building opened last year?

( b ) of the cost savings and other benefits of holding a contract with a private security firm compared

to using States' employees for these duties?

( c ) w  h et her or not the States of Jersey Police have been asked for their professional opinion of the

current security arrangements and future changes to present arrangements?"

The President of the Public Services Committee replied as follows -

" ( a) When Morier House was nearing completion, the Public Services Committee was requested to provide a full "facilities management" service for the new building and its occupants. This package provides for all maintenance services within the building including office cleaning, exterior and window cleaning and all building maintenance works. It also includes the provision of front of house reception facilities.

W  h e n th e building opened it was agreed that front of house reception staff would not be permanently

recruited until the States debate on outsourcing had taken place. Initially, two staff were recruited on short-term contracts, but when one left the service it proved extremely difficult to recruit suitable staff for this service. For a number of months the department had considerable difficulties in providing the front of house service to Morier House. In view of this difficulty it was decided to employ a contractor in order to fill the vacant position.

O  f fi c e rs of my Department and the States Personnel Department consulted with the Civil Service

Staff Side and agreed the proposed arrangements.

(b ) The costs associated with employing a private firm to provide front of house reception facilities is

approximately £9,000 higher than the cost of employing two members of staff on a permanent basis, including provisions for holidays and sickness.

I t s h o u l d nevertheless be noted that posts do not exist for this service within the Public Services

Department and if they were to be provided from within the existing head count, other services would have to be reduced.

T h e b e n e fit of using a private contractor that specialises in this work is that he will have the necessary

resources to deploy when staff are on annual leave or sick leave.

( c) When the building was nearing completion, the States of Jersey Police Crime Prevention Section

were asked to give advice on security aspects of the building to the developers, the Property Services Department.

A ri s in g f rom those discussions was the requirement for a front of house reception facility to ensure

that all visitors to the building were given a point of contact so that they could be directed to the appropriate section."

THE STATES commenced consideration of a proposition of the Policy and Resources Committee on the establishment of a Home Affairs Committee and rejected an amendment of the Prison Board that clause (ii) of sub-paragraph (c) should be deleted.

THE STATES, adopting a proposition of the Policy and Resources Committee referred to their Act dated 8th September 1998, in which they agreed to charge the Policy and Resources Committee to develop further the work so far undertaken on the formation, organisation and responsibilities of the Home Affairs Committee; and

(a ) a pproved, in principle, the renaming of the Defence Committee as the Home Affairs Committee with

effect from 9th December 1999;

(b ) a greed that a Chief Executive Officer of the Home Affairs Committee should be appointed as soon as

possible following the date of its establishment;

(c ) approved in principle the transfer to the Home Affairs Committee, as soon as possible following the

date of its establishment, of -

( i) t h e f unctions of the Defence Committee;

( ii ) t h e functions of the Prison Board;

( ii i) th e responsibility for the Crime and Drugs Strategy Unit;

( iv ) fi n ancial responsibility for the Probation Department from the Finance and Economics

Committee;

( v ) r e sp o nsibility for the functions of the Customs and Excise Department relating to administration

and drug enforcement from the Finance and Economics Committee;

(d ) c harged the Home Affairs Committee from the time of its establishment to take the necessary steps to

amend the relevant legislation to enable it to discharge all its responsibilities, but in particular those responsibilities relevant for the development and implementation of a strategy to bear upon all matters relating to the level and consequences of crime in Jersey.

Strategic Planning - population ceiling - P.110/99 Comments - P.110/99 Com

THE STATES commenced consideration a proposition of Deputy James Thomas Johns of St. Helier requesting them to refer to their Act dated 28th September 1995, in which they approved strategic policies to the year 2000 and beyond, and which included an objective that "the resident population be the same as, or less than, the current level" and -

(a ) t o agree to adopt the objective of maintaining the Island's resident population at the level current in

September 1995 as their overriding strategic objective to which all policy objectives of Committees would be subordinated, until the States decided otherwise;

(b) to charge the Policy and Resources Committee to put in place all the operational and support structures necessary -

  1. to implement the objective insub-paragraph(a);
  2. to monitor continuously the Island's population numbers, both resident and non-resident;

and to report back to the States by the end of March 2000 on its progress in implementing sub-paragraphs (b)(i) and (b)(ii).

THE STATES rejected sub-paragraph (a) and accordingly sub-paragraph (b) was not considered. Members present voted on sub-paragraph (a) as follows -

The Bailiff retired from the Chamber during consideration of the proposition of Deputy James Thomas Johns of St. Helier on strategic planning population ceiling (P.110/99 - lodged "au Greffe" on 27th July 1999) and the meeting continued under the Presidency of the Greffier of the States, Geoffrey Henry Charles Coppock, Esquire.
