Tribute to the late Mr. Clifford Clarence de Gruchy, former member of the States

The Bailiff paid tribute to the late Mr. Clifford Clarence de Gruchy, former Deputy of St. Mary , who died on Monday 6th November 2000.

The States observed one minute's silence as a mark of respect. Welcome to H.E. the Lieutenant Governor - Special States Meeting

The Bailiff informed the States that a special meeting would be held on Thursday 25th January 2001 at 9.30 a.m. to welcome the Lieutenant Governor, His Excellency Sir John Cheshire KBE, CB, who would be sworn in the previous day on 24th January 2001 in the Royal Court.

Arrangement of public business for the present meeting

THE STATES agreed to defer consideration of the Draft Bankruptcy (Désastre) (Amendment No. 5) (Jersey) Law 200- (P.179/2000 lodged "au Greffe" on 24th October 2000) from the present meeting to a later date.

Arrangement of public business for the next meeting on 21st November 2000

THE STATES noted that the list of matters lodged "au Greffe" to be considered at the next meeting on 21st November 2000 had been agreed at the last meeting on 7th November 2000 but acceded to the request of the Connétable of St. Peter that consideration of the proposition on the equalisation of welfare (P.164/2000, lodged au Greffe' on 26th September 2000) be deferred from 21st November 2000 to a later date.

THE STATES acceded to the request of the President of the Industries Committee that consideration of the draft Competition Regulatory Authority (Jersey) Law 200- (P.191/2000 lodged "au Greffe" on 7th November 2000) be deferred from the next meeting. The States agreed to meet on Tuesday, 28th November 2000 when, subject to approval on 21st November 2000, it would consider this matter.

Draft Census (Jersey) Regulations 200- - P.177/2000

THE STATES commenced consideration of the draft Census (Jersey) Regulations 200- and adopted the

preamble.

Regulations 1 to 10 were adopted, having accepted an amendment Deputy Jeremy Laurence Dorey of St. Helier that in paragraph (1)(b) of Regulation 10, after the word "person" in the second place where it occurred, there should be inserted the words "present at the same address"; but having rejected an amendment of Deputy Jeremy Laurence Dorey of St. Helier that in paragraph (5) of Regulation 10, for the words "1, 2 and 3" there should be substituted the words "1 and 2";

Regulations 11 to 18 and the Schedules were adopted, the States having rejected amendments of Deputy Jeremy Laurence Dorey of St. Helier that -

in S c hedule 2, paragraphs 4 and 5 be deleted from Part 1, and paragraphs 2, 10, 13, 14, 15 and 18 be

deleted from Part 2;

in S ched ule 2, in Part 2, for paragraph 12, there should be substituted the following paragraph -

" 12. W het her the person is residentially qualified under the Housing Regulations";

and in Schedule 2, Part 2, there should be deleted paragraphs 17(d) and (e).

THE STATES, in pursuance of Article 2 of the Census (Jersey) Law 1951, as amended, made Regulations entitled the Census (Jersey) Regulations 2000.

Change in Presidency

The Bailiff retired from the Chair prior to the consideration of the proposition of Senator Christopher Gerard Pellow Lakeman on the control of public entertainment and the meeting continued under the Presidency of Miss Catherine Mary Newcombe, Greffier of the States.

Control of public entertainment - P.168/2000

THE STATES, adopting a proposition of Senator Christopher Gerard Pellow Lakeman, charged the Legislation Committee -

 (a ) t o investigate the current powers exercised by the Bailiff in controlling public entertainment; and

(b ) t o consider, in consultation with the Bailiff and other interested parties, the desirability of altering

the current position, including providing by statute for a Committee, or Committees, of the States, or some other person, to exercise any or part of such powers;

and to report thereon to the States with recommendations. THE STATES rose at 16.15 p.m.
