THE STATES granted leave to the President of the Public Services Committee to withdraw part (a)(i) of the amendment.
The Bailiff granted leave to the President of the Planning and Environment Committee to propose an amendment without notice that in policy TT3 - Island Route Network, in the section PEDESTRIAN ROUTES, after the words "development of the" there be deleted the word "rural", which amendment was adopted.

(Jersey) Law 1964, as amended, except that for Section 11 of the draft Plan (Tourism and Recreation) there shall be substituted the revised Section 11 set out in Appendix 1 to the report of the Planning and Environment Committee dated 20th June 2002 and in particular -
(a ) t he key principles outlined in Section 3.6 of the Plan;
(b ) P olicy G2 - General Development Considerations subject to the following amendment -
a f ter the words "of the Airport" delete the words "by virtue of the height of structures, lighting and
electro-magnetic fields";
(c ) P olicy G9 - Designing Out Crime subject to the following amendment - a f ter the words "property will not" delete the word "normally";

(m ) the Town Proposals Map, 2/02 except that the road improvement line in Burrard Street (south side)

between Halkett Place and Cattle Street shall be deleted to take the place of Town Map, as amended 2/87, approved by the States on 10th November 1987;
(n) all other individual policies included within Sections 4 to 14 of the Plan, as listed in the Summary of Policies.
After discussion Deputy Harry Hall ewell Baudains of St. Clement proposed that the matter be referred back to the Planning and Environment Committee.
THE STATES adjourned consideration of public business until 11th July 2002.
School Bus Service - statement
The President of the Public Services Committee made a statement in the following terms -
" T he Public Services Committee has been forced to review the School Bus Service in the light of escalating costs and the inadequacy of current and future budgets to sustain in its current form.
O ne opinion considered by the Public Services Committee was to change certain school start/finish times to
allow the buses to be used for more than one school, thereby reducing the overall number of vehicles required. A survey of parents whose children attend Victoria College, Jersey College for Girls, Hautlieu, Beaulieu and de la Salle was undertaken to obtain views from parents on the proposed changes. About one third of the parents responded with an overwhelming majority rejecting change to the start/finish times. The level of support for change from Victoria College and Jersey College for Girls was particularly low and the responses clearly indicated that the service to these two schools was not highly valued.
T h e Public Services Committee has also completed the tendering exercise for the element of the School Bus
Service currently operated by Jersey Bus which ends in July. The level of response and prices quoted were disappointing and offered no opportunity to provide the current service within budget. To continue with the current level of service to all schools would require additional funding from the Finance and Economics Committee which is simply not available.
T h e Public Services Committee has therefore reviewed all the options available and, with the agreement of
the President of the Education Committee, has reluctantly decided to reduce the scale of the School Bus Service. From September 2002, the School Bus Service to Victoria College and Jersey College for Girls will be discontinued and the service to Hautlieu, Beaulieu de la Salle and FCJ will be rescheduled to provide an Island wide service as far as possible within the available budget. The Public Services Committee very much regrets this decision, but sees no alternative at this time.
T he President of the Education Committee has been advised of the decision and, given the low level of
support for the service by parents with pupils at Victoria College and Jersey College for Girls, supports the decision taken by the Public Services Committee. Details of the School Bus schedules which will be operated to all other secondary schools will be published shortly."
