THE STATES allowed the Treasurer of the States to be present in the Chamber during the debate.
THE STATES resumed consideration of the Budget 2003, and adopted an amendment of Deputy Geoffrey Peter Southern of St. Helier regarding the estimates of the Education Committee (P.218/2002 lodged"au Greffe" on 19th November 2002), that -
in the estimates of revenue expenditure of the Education Committee - the estimate of peripatetic, psychological and welfare services be increased by £51,500 from £568,200 to £619,700 by reducing the estimate for ICT support from £1,624,400 to £1,572,900.

THE STATES, having further considered the estimates of the revenue expenditure and income of the various Committees, decided to allow the said estimates as detailed in the undermentioned pages of the budget as follows -

THE STATES commenced consideration of the estimates of the revenue expenditure and income of the Agriculture and Fisheries Committee and of an amendment of Deputy Geoffrey Peter Southern of St. Helier that the sum of £184,000 be added to the estimate of revenue expenditure to enable the dairy industry to provide free school milk.
THE STATES granted leave to the Connétable of St. Helier to withdraw an amendment to the amendment that after the words "free school milk" there be inserted the words "by reducing the estimate for marketing support from £1,424,700 to £1,240,700.
After discussion, the States granted leave to Deputy Geoffrey Peter Southern of St. Helier to withdraw the amendment on an undertaking by Senator Frank Harris on Walker , President of the Finance and Economics Committee, that that Committee would fund school milk for a period of three months to 31st March 2003 from the General Reserve to allow the States time to consider this matter separately at a later date.

Special Committee to consider the relationship between Committees and the States
THE STATES, referring to the summary of income and revenue expenditure appearing on page 73, agreed the total revenue expenditure in the sum of £572,967,730, being £88,172,200 from trading committees, £456,795,530 from non-trading committees and £28,000,000 repayment of capital debt; the total income, excluding transfers from the Capital Fund, in the sum of £212,408,930, being £117,347,800 from trading committees, £90,526,530 from non-trading committees, £3,900,000 return from the Financial Services Commission and £634,600 interest received on capital debt; and, having allowed for the total interest income in the sum £7,000,000 and the estimated transfer to the trading funds of the trading committees of £22,881,600, agreed the amount to be transferred to the General Reserve in the sum of £27,731,000.
THE STATES noted that on the basis of levels of taxation proposed by the Finance and Economics Committee the balance on the revenue account amounted to £30,609,690.
Having allowed for a balance of £26,830,900 to be brought forward at 1st January 2003 and taking into account the capital repayments and receipts of £29,059,800, the States noted that there would be available in the capital fund the sum of £86,500,390. No transfer to the Strategic Reserve was to be made.
THE STATES then proceeded to consider the estimates of capital expenditure recommended by the Finance and Economics Committee on pages 70 and 71 of the Budget and -

Budget was allowed.
T h e estimate of the capital expenditure of the Housing Committee appearing on page 70 of the Budget was
allowed.
T h e estimate of the capital expenditure of the Policy and Resources Committee appearing on page 70 of the
Budget was allowed.
T h e estimate of the capital expenditure of the Planning and Environment Committee appearing on page 70 of
the Budget was allowed.
T h e estimate of the capital expenditure of the Health and Social Services Committee appearing on page 70 of
the Budget was allowed.
T h e estimate of the capital expenditure of the Education Committee appearing on page 70 of the Budget was
allowed.
T h e estimate of the capital expenditure of the Public Services Committee appearing on page 71 of the Budget
was allowed.
T h e estimate of the capital expenditure of the Industries Committee appearing on page 71 of the Budget was
allowed.
T h e estimate of the capital expenditure of the Home Affairs Committee appearing on page 71 of the Budget
was allowed.
T h e estimate of the capital expenditure of the Agriculture and Fisheries Committee appearing on page 71 of
the Budget was allowed.
T h e estimate of the capital expenditure of the Sport, Leisure and Recreation Committee appearing on page 71
of the Budget was allowed.
T h e estimate of the capital expenditure of the Tourism Committee appearing on page 71 of the Budget was
allowed.
THE STATES noted that the amount to be voted from the Capital Fund was £46,248,000.
THE STATES noted the sum of £1,000,000 funded from Loan Sanction (Magistrate's Court and Royal Court Refurbishment - balance) appearing on page 71 of the budget, and Loan Sanction Repayments in the amounts of £1,000,000 for the Magistrate's Court and Royal Court Refurbishment: £4,000,000 for Hautlieu School, and £14,000 for unallocated minor works, appearing on page 71 of the budget.
THE STATES then proceeded to consider the estimates of capital expenditure to be financed from the Trading Funds on page 72 of the Budget and-
the estimates of the capital expenditure of the Harbours and Airport Committee in respect of the Harbours and of the Airport appearing on page 72 of the Budget were allowed;
the estimate of the capital expenditure of the Telecommunications Board on page 72 was allowed;
the estimate of the capital expenditure of the Committee for Postal Administration appearing on page 72 was allowed.
THE STATES approved the said estimates totalling £27,006,000.
THE STATES, having noted the estimated transactions of the Trading Funds, decided to allow the said estimates as detailed in the undermentioned pages of the Budget as follows -

The Treasurer of the States then retired from the Chamber and the States allowed the Comptroller of Income Tax and the Deputy Agent of the Impôts to be present in the Chamber.
THE STATES commenced consideration of the estimates of income to be produced from taxation appearing on page 2 of the Budget and rejected an amendment by Deputy Jeremy Laurence Dorey of St. Helier that the estimates of income for Vehicle Registration Duty in the sum of £3,000,000 be disallowed.
