States Members' parking – P.199/2004 Comments and Amendment
THE STATES, having adopted a proposition of Senator Philip Francis Cyril Ozouf that Standing Order 44(1) relating to members' declaration of financial interest be suspended, commenced consideration of a proposition of the Environment and Public Services Committee concerning States members' parking, and of an amendment of Senator Jean Amy Le Maistre that at the end of paragraph (b), after the words"by the Committee", there be added the words ", and that such charges should take effect from the date of introduction of charges to public employees for parking spaces provided by the States of Jersey in the built-up area of St. Helier and at the airport where parking charges to the public would normally apply."

THE STATES resumed consideration of the proposition of the Environment and Public Services Committee regarding States members' parking, and following debate, the Deputy of St. John sought leave to propose that the States move to the consideration of the next item on the order paper. The President ruled that, in accordance with Standing Order 27, the proposition was an abuse of the procedure of the States and the proposition was, therefore, disallowed.
THE STATES resumed consideration of the proposition of the Environment and Public Services Committee regarding States members' parking, and, following further debate, rejected a proposition of the Deputy of St. John that, in accordance with Standing Order 26A(1), the question be now put.

The Deputy Bailiff , Michael Cameron St. John Birt Esquire, assumed the Chair from Mr. Michael Nelson de la Haye, Greffier of the States, during consideration of the preamble of the draft Planning and Building (Amendment) (Jersey) Law 200-, (P.210/2004 lodged "au Greffe" on 23rd November 2004), and the meeting continued under his presidency.
