Referendum: Composition of the States Assembly – P.1/2005 Comments
THE STATES commenced consideration of a proposition of Senator Leonard Norman requesting that they –
( a ) agree that a referendum in accordance with the Referendum (Jersey) Law 2002, on the composition of
the States Assembly be held on Saturday 16th April 2005;
( b ) agree that the text of the questions should be –
" D o y o u a g ree that the number of States members should be reduced to between 42 and 44? YES NO
D o y o u ag r ee that the office of Senator with its Island-wide mandate should be abolished?
YES NO
D o y o u a g ree that the Connétable s should no longer be entitled to sit in the States by virtue of their
office but should be free to stand for election to the States if they so wished?
YES NO "
( c ) charge the Policy and Resources Committee to implement the referendum and make arrangements for
announcing the result.
Following discussion, Deputy Patrick John Dennis Ryan of St. Helier sought leave to propose that the matter be referred back to the proposer, which proposition was ruled out of order by the Bailiff in accordance with Standing Order 26(1).
THE STATES, following further consideration, adopted a proposition of the Connétable of Grouville that, in accordance with Standing Order 26A(1), the question be now put.
