THE STATES noted that, in accordance with Standing Order 34(1), the proposer of the following proposition lodged "au Greffe" had informed the Greffier of the States that it had been withdrawn

Deputy A. Breckon of St.  Saviour. Annual Business Plan 2007 P.92/2006 Amendments

THE STATES resumed consideration of a proposition of the Chief Minister regarding the Annual Business Plan 2007, and, adopting paragraph  (a)(vi) of the proposition, approved the summary key objectives and performance criteria for 2007 of the Housing Department, as detailed in page  74 of the Annex to the draft Annual Business Plan 2007.

THE STATES, adopting paragraph  (a)(vii) of the proposition, approved the summary of key objectives and performance criteria for 2007 of the Planning and Environment Department, as detailed in page 81 to 83 of the Annex to the draft Annual Business Plan 2007.

THE STATES commenced consideration of paragraph  (a)(viii) of the proposition requesting that they approve the summary key objectives and performance criteria for 2007 of the Social Security Department as detailed on pages 94 to 95 of the Annex to the draft Annual Business Plan 2007, and of an amendment of Senator Ben Edward Shenton that in paragraph  (a)(viii), after the words"pages 94 and 95 of the Annex", there be inserted the words

" ex c e pt that in Objective  1, on page  94 of the Annex, for the words"Winter fuel payment for pensioners introduced in 2007" substitute the words –

Agreement reached by the Council of Ministers on an appropriate reallocation of expenditure within existing States expenditure limits by February 2007 to fund a new winter fuel payment for pensioners,

with the scheme introduced by April 2007.",

and adopted an amendment to that amendment of the Chief Minister that for the words "by April 2007", there be substituted the words "by November 2007".

THE STATES adopted the amendment of Senator Ben Edward Shenton to paragraph  (a)(viii), as amended, and further adopted paragraph  (a)(viii), as amended.

THE STATES commenced consideration of paragraph  (a)(ix) of the proposition requesting that they approve the summary key objectives and performance criteria for 2007 of the Transport and Technical Services Department as detailed on pages 104 and 105 of the Annex to the draft Annual Business Plan 2007, and adopted an amendment of Deputy Roy George Le  Hérissier of St.  Saviour that in paragraph  (a)(ix), after the word"spages 104 and 105 of the Annex", there be inserted the words

" e x c ept  that  in  Objective  4,  on  page  104  of  the  Annex,  for  the  words"Increased  number  of  bus passengers" substitute the words –

Public Transport Strategy presented to the Assembly by 30th June 2007 with all viable options identified and costed."

THE STATES adopted, as amended, paragraph  (a)(ix).

THE STATES commenced consideration of paragraph  (a)(x) of the proposition requesting that they approve the summary key objectives and performance criteria for 2007 of the Treasury and Resources Department, as detailed in pages 114 and 115 of the Annex to the draft Annual Business Plan 2007, and adopted amendments of the Deputy of St.  Ouen that in paragraph  (a)(x), after the words"pages 114 and 115 of the Annex", there be inserted the words

"except that –

  1. in Objective 1, on page  115 of the Annex, after  the  words"Strategic  Reserve" in  the  last performance/success indicator insert the words "and submitted to the States for approval in 2007"
  2. a fter Objective  1 insert the following newObjective and associated performance/success criteria, and renumbersubsequentObjectivesaccordingly

Performance/success criteria

Clear financial targets by which performance can be monitored developed.

Improved financial reporting systems and performance measures developed in conjunction with the Comptroller and Auditor General and the Public Accounts

THE STATES, adopting paragraphs (a)(xi) to (a)(xiii) of the proposition, approved the summary key objectives and performance criteria for 2007 of the States Assembly and its services, Jersey Airport and Jersey Harbours as detailed in pages 135 and 136, 142, and 148 to 150 respectively of the Annex to the draft Annual Business Plan 2007.

THE STATES, adopting paragraph  (b) of the proposition, agreed that total States net expenditure for each of the years 2007 to 2011 should not exceed the amounts set out in Summary Table  C on page  58 of the draft Annua Business Plan 2007.

THE STATES commenced consideration of paragraph  (c) of the proposition requesting that they approve the summary set out in the Summary Table  A, page  56, being the gross revenue expenditure of each States funded body totalling £606,972,400, and, having taken into account any income due to each of the States funded bodies, the  net  revenue  expenditure  of  each  States  funded  body  totalling £516,075,100,  be  withdrawn  from  the consolidated  fund  in  2007,  and  of  an  amendment  of  the  Privileges  and  Procedures  Committee  that  in paragraph  (c), after the words"withdrawn from the consolidated fund in 2007", there be inserted the words –

" e xcept that the net revenue expenditure of each of the Ministerial Departments be reduced by £18,800 and the net revenue expenditure of the States Assembly and its services be increased by £188,000 in order to fund the establishment of an additional scrutiny panel to scrutinise social affairs",

and, following consideration, agreed to a request by the Chairman of the Privileges and Procedures Committee that, in accordance with Standing Order 69(4), the amendment be withdrawn.

THE STATES commenced consideration of an amendment of Deputy Sean Seamus Patrick Augustine Power of St.  Brelade that in paragraph  (c) ,after the words "withdrawn from the consolidated fund in 2007", there be inserted the words –

" e x c ept that the net revenue expenditure of the Minister for Planning and Environment for 2007 be increased by £250,000 to fund the introduction of third party planning appeals and the net revenue expenditure  of the Minister for  Home Affairs  be  decreased by £250,000 by  reducing  the proposed allocation relating to discrimination legislation",

and, following consideration, agreed to a request by Deputy Sean Seamus Patrick Augustine Power of St.  Brelade that, in accordance with Standing Order 69(4), the amendment be withdrawn.

Deputy Peter Nicholas Troy , in accordance with the provisions of Standing Order 106, declared an interest and withdrew from the Chamber for the duration of the debate of the amendment of Deputy Sean Seamus Patrick Augustine Power of St.  Brelade relating to paragraph  (c) of the proposition.

THE STATES adopted paragraph  (c) of the proposition. Change in presidency

The Deputy Bailiff retired from the chair during consideration of paragraph  (a)(xiii) of the proposition of the Chief Minister regarding the Annual Business Plan 2007, (P.92/2006 lodged "au Greffe" on 18th July 2006), and the meeting continued under the presidency of Mr.  Michael Nelson de  la Haye, Greffier of the States.

The   Deputy   Bailiff  returned  to  the  Chamber  during  consideration of  the amendment  of  the  Privileges  and Procedures Committee to paragraph  (c) of the proposition of the Chief Minister, and resumed the presidency for the remainder of the meeting.

Adjournment

THE STATES then adjourned, having agreed to reconvene the next day, Thursday 14th September 2006, in order to continue consideration of the proposition of the Chief Minister regarding the Annual Business Plan 2007, (P.92/2006 lodged "au Greffe" on 18th July 2006), together with the outstanding matters of public business.
